The Department of Municipal and Community Affairs (MACA), supports capable, accountable and self‑directed community governments providing a safe, sustainable and healthy environment for community residents.
Job Information
Located in Behchoko, as the Regional Emergency Management Coordinator, you report to the Regional Superintendent, North Slave. You support the preparedness of communities and the coordination of the Government of the Northwest Territories (GNWT) response to natural disasters and emergencies affecting people, property, and the environment in the North Slave Region. You are responsible for delivering regional emergency management programs, including federal and territorial initiatives, and for working with community governments, regional and territorial emergency management organizations to develop, update, and validate emergency plans and public awareness initiatives.
This includes supporting disaster assistance programs by acting as a liaison and navigator for communities, individuals, and small businesses, providing guidance on eligibility, funding opportunities, and application processes, and assisting GNWT departments with Disaster Financial Assistance Arrangement (DFAA) claims. During emergency events, you participate in response activities such as evacuations and damage assessments and must be available for extended hours, standby rotations during high‑risk periods,
and work in challenging conditions. You work closely with Headquarters, GNWT departments, and regional stakeholders to ensure alignment with the NWT Emergency Plan and relevant policies.
Key Responsibilities
- Maintains readiness within the Region for emergency response by coordinating and delivering emergency planning and preparedness programming to communities in the Region.
- Responds to major emergency events and incidents when they occur by coordinating and delivering emergency response programming.
- Facilitates post‑disaster regional recovery activities after a major emergency event or incident by coordinating and delivering emergency recovery programs.
- Supports communities in accessing and developing projects under federal and territorial emergency management related programs.
Knowledge and Skills
- Knowledge of emergency management principles, plans, and practices
- Ability to acquire and apply the Incident Command System (ICS Canada)
- Knowledge of, or ability to learn, NWT emergency management legislation, policies, and frameworks
- Familiarity with federal emergency management programs, including the Search and Rescue New Initiatives Fund
- Understanding of northern communities and local government structures
- Ability to coordinate emergency preparedness, response, and recovery programming
- Robust facilitation skills for workshops and training exercises
Key Qualifications
- Degree in Emergency Management or a related social science discipline (e.g., sociology, psychology, education), including coursework in emergency management
- Minimum of two (2) years of directly related emergency management experience
