Post-Majority Care Assistant Director
OVERVIEW
The Post-Majority Care (PMC) Assistant Director is responsible for the strategic leadership, development, implementation, and oversight of Sandy Lake First Nation’s Post-Majority Care Program. The program supports eligible young adults (ages 18–26) transitioning from child welfare to independent adulthood, ensuring culturally grounded, trauma-informed, and holistic services.
The Director ensures compliance with Indigenous Services Canada (ISC) funding frameworks, First Nations Child and Family Services (FNCFS) reform directives, and applicable provincial legislation, while advancing community-driven, culturally safe programming rooted in Sandy Lake traditions and values.
The position provides operational leadership, financial oversight, policy development, and staff supervision to ensure young adults receive comprehensive supports in housing, education, employment, life skills, mental wellness, and cultural reconnection.

DUTIES AND RESPONSIBILITIES
1. Strategic Leadership & Program Development
- Lead the design, implementation, and continuous improvement of the Post-Majority Care Program.
- Develop annual program plans aligned with ISC funding agreements and community priorities.
- Integrate culturally grounded practices and land-based programming.
- Develop performance indicators and outcomes measurement tools.
- Lead expansion planning for housing, prevention supports, and wrap-around services.
2. Client Services & Program Oversight
- Ensure individualized transition plans are developed for each eligible young adult.
- Oversee service delivery in:
- Housing and independent living supports
- Education and training supports
- Employment readiness
- Mental health and wellness referrals
- Cultural reconnection and mentorship
- Ensure trauma-informed, strengths-based, and culturally responsive practice.
- Monitor high-risk or complex cases and provide clinical/programmatic direction.
3. Financial Management & Funding Compliance
- Develop and manage the PMC program budget.
- Monitor expenditures in accordance with ISC funding guidelines.
- Ensure compliance with FNCFS funding frameworks and reporting requirements.
- Prepare annual financial and narrative reports.
- Ensure that all client expenditures are part of a clients Individualized plan.
- Identify additional funding opportunities (ISC, Jordan’s Principle, DSO, provincial supports, partnerships).
4. Policy Development & Governance Support
- Develop program policies and procedures consistent with:
- First Nations Child and Family Services reforms
- Ontario Child, Youth and Family Services Act (CYFSA)
- Sandy Lake First Nation governance protocols
- Ensure that a terms of reference is approved managers/council prior to commencing policy development work
- Ensure confidentiality and information-sharing protocols.
- Support Chief and Council and the Administrative Coordinator with reporting as required.
- Explore and propose solutions to youth homelessness challenges
5. Supervision & Human Resources
- Recruit, train, supervise, and evaluate PMC staff.
- Provide coaching in case management, documentation standards, and cultural practice integration.
- Ensure staff receive ongoing professional development and wellness supports.
- Support performance management and progressive discipline processes where required.
6. Community & Interagency Collaboration
- The PMC Director should be an expert in all regional and community support services as a critical part of the PMC role is to liaise with services and build in maximum supports into a client's case plan.
- Coordinate services with community partners, including:
- All Sandy Lake First Nation Programs and Services
- Tikinagan, Animikii and other CFS Agencies
- Indigenous and non-Indigenous service providers
- Housing organizations
- Educational institutions
- Employment programs
- Mental health and addictions services
- Prevention services
- DSO, or CLDS
- Facilitate referrals and ensure youth receive appropriate supports.
- Develop protocols with the Mamow Prevention and Band Rep programs to define and set out key areas of collaboration.
- Represent Sandy Lake First Nation in regional and provincial PMC forums.
- Advocate for systemic changes benefiting First Nations youth.
7. Monitoring, Evaluation & Reporting
- Establish measurable outcomes related to:
- Housing stability
- Educational attainment
- Employment outcomes
- Cultural engagement
- Mental wellness indicators
- Collect and analyze program data.
- Prepare annual impact reports for leadership and funders.
SKILLS AND QUALIFICATIONS
Education
- Bachelor’s degree in Social Work, Indigenous Studies, Public Administration, or related field
Experience
- Minimum 5–7 years experience in child welfare, youth transition services, or Indigenous social services.
- Minimum 3 years supervisory or management experience.
- Experience managing ISC or FNCFS funding agreements strongly preferred.
- Demonstrated experience working with First Nations communities.
