Permanent Non-Union : 35 hours per week 12 months per year
Salary : $132,339-$154,817 (NU-11)
Position Description:
The Clinical Manager provides system-wide clinical leadership and oversight for student mental health services, ensuring ethical, evidence-informed, and consistent clinical practice across the Board in alignment with Board priorities and provincial direction.
The Clinical Manager leads and manages a multidisciplinary team delivering professional services and interventions aligned with the Board’s mental health strategy, ensuring compliance with Board policies and procedures. The role is accountable for ensuring services are evidence‑based, culturally responsive, and grounded in best practices, and for providing clinical supervision related to mental health and attendance to support appropriate interventions, consistent practice, and compliance with reporting and record‑keeping requirements.
As a member of the Learning Services – Student Support leadership team, the Clinical Manager leads and oversees department initiatives and is responsible for recruitment and full‑cycle supervision of select positions.
Qualifications and Experience:
- Completion of a graduate degree such as a minimum of a Master of Social Work, Psychiatry, Psychotherapy, or Psychology who is a member in good standing with the applicable regulated college such as Ontario College of Social Workers or Social Service Workers, College of Psychologists of Ontario, or College of Regulated Psychotherapists of Ontario
- A minimum of five (5)
years' experience in clinical practice with practical experience working with students within a school system preferred
- Experience providing clinical supervision
- Vulnerable Sector Police Record Check satisfactory to the board
- Valid driver’s license and reliable transportation to and from worksites across the district
Duties and Responsibilities:
- Provide structured monthly clinical supervision, guidance, and support to regulated and non‑regulated staff delivering student support and mental health services.
- Lead the development, implementation, and monitoring of the Board’s Mental Health Strategic Plan and Annual Action Plan, embedding trauma‑informed, culturally responsive, and equity‑based frameworks into clinical practice and service design.
- Provide leadership in research, data collection, and analysis to inform evidence‑based practice, continuous improvement, and effective use of resources.
- Plan, organize, direct, and evaluate the delivery of mental health and professional services initiatives to ensure consistency, quality, and alignment with Board priorities and applicable legislation, Ministry Policy and Program Memoranda (PPMs).
- Provide clinical leadership and consultation for complex cases, crises, and critical incidents, including assessment, ethical decision‑making, risk management, Violence Threat Risk Assessment (VTRA), and suicide prevention, intervention, and postvention.
- Support recruitment, selection, staffing, and succession planning, and labour relations processes
- Lead and support staff supervision, performance management, and professional learning aligned with regulated college standards, Board priorities, and School Mental Health Ontario (SMHO) frameworks.
- Ensure compliance with applicable legislative, regulatory, and professional standards, including MFIPPA, PHIPA, record‑tracking, and retention requirements.
- Lead and oversee department initiatives related to student mental health and well‑being, and represent the Board on relevant provincial skilled associations, leadership meetings, and conferences.
- Collaborate with the Learning Services Administrator and Superintendent of Education to maintain and maximize department budgets.
- Lead and maintain strategic internal and external partnerships, including responsibility for the development and oversight of Memoranda of Understanding (MOUs) and integrated care pathways with community mental health partners.
- Other duties as assigned.
Assets:
- Experience providing full‑cycle leadership of multidisciplinary professional teams, including supervision, performance management, and professional development.
- Demonstrated application of evidence‑informed practice in supporting children, youth,
and families with mental health and/or addictions needs.
- Experience in risk assessment, safety planning, crisis intervention, and trauma‑informed response.
- Knowledge of and ability to interpret and ensure compliance with relevant legislation, professional standards, and documentation requirements.
- Demonstrated organizational and prioritization skills, with the ability to manage competing demands and shifting priorities.
- Strong written communication and documentation skills, demonstrating discretion, confidentiality, and professionalism.
- Demonstrated ability to work effectively both independently and collaboratively within multidisciplinary teams.
- Knowledge of special education needs and their intersection with student mental health and well‑being.
