Manager, Infrastructure Project Design and Delivery

Beaumont’s impressive growth translates into the demand for additional infrastructure needs for the community. Our Infrastructure Project Design and Delivery team is responsible for the design and delivery of transportation, open space, facility and utility infrastructure that supports the sustainable operation and growth of the City. An overview of current projects underway in 2026 includes:
- Several major transportation design and construction projects for intersection upgrades, overlays, traffic improvements, and trail connections.
- Multiple utility renewal and growth projects focused on improvements to the City’s water and wastewater systems including design and construction projects for water pumphouses and reservoirs, piping, lift stations and associated infrastructure.
- Facility improvement projects at various locations across the City.
- Construction of a sports field and multiple drainage improvement projects.
Responsibilities
- Leading a team of professionals focused on project planning, design and delivery while supporting the team’s development and ensuring strong team cohesion through mentorship and trust.
- Managing a portfolio of small to high-value complex, multi-disciplinary capital and operational projects—from planning through to closure while meeting corporate and Council commitments.
- Overseeing all aspects of project management including risk identification and mitigation,
budgeting, scheduling, procurement, contract management, identification of and engagement with impacted parties and reporting.
- Driving continuous improvement and refinement of project management processes, procurement practices, and project design and delivery efforts.
- Supporting the development, updates and refinement of the City’s capital plan and asset management strategy and shaping future infrastructure strategy. Collaborating cross‑departmentally and engaging with both internal and external collaborators on project needs, progress and concerns.
- Leading and/or participating in strategy interdepartmental initiatives that help shape the organization.
- Working with Communications to ensure timely updates are shared with residents, other collaborators, businesses and Council.
- Preparing, reviewing and presenting reports to Council and responding to questions and inquiries from residents and elected officials as they relate to project‑related work.
- Promoting a robust culture of reconciliation, belonging and safety while ensuring all projects adhere to relevant legislation and regulations.
Qualifications
- A post‑secondary degree in Civil Engineering, Project Management, Construction Management, or a related field (equivalencies may be considered).
- Minimum 5 years of progressive experience leading complex infrastructure projects, ideally within the municipal or public sector.
- 5 years of leadership experience managing cross‑functional teams to successfully deliver projects and/or initiatives, along with direct people management experience overseeing staff.
- Strong understanding of project, procurement and contract management practices, policies, and legislation.
- Experience using project management software and tools (e.g., MS Project, Office 365).
- Civil construction experience is required.
- A people‑first leadership style that fosters trust, collaboration, shared success and promotes a culture of reconciliation and belonging.
- Proven ability to lead diverse teams and deliver results in high‑pressure environments.
- A mindset focused on continuous improvement, innovation, and proactive problem‑solving.
- Strong communication skills, verbal, written, and interpersonal, with a knack for translating complex technical information into plain language.
- Awareness of the broader political and regulatory landscape impacting municipal project planning and delivery efforts.
- Equivalent combinations of education, training and experience will be considered.
Assets
- Acknowledgement of asset management practices and asset management software.
- PMP designation (or willingness to pursue).
- Municipal experience with transportation and utility projects.
