This full-time position is an existing vacancy and offers competitive total compensation including a wage of $126,699.09 to $154,003.54, 35 hours per week.

Position Summary
Under the direction of the Executive Director, Infrastructure Management / Town Engineer, the Manager, Operations is responsible for the leadership, management, and delivery of municipal operations and maintenance services for roads, storm sewers, and parks. The Manager provides strategic and operational oversight of municipal infrastructure maintenance, develops and implements standard operating procedures, drives operational improvements, and ensures all infrastructure programs are delivered in compliance with applicable Provincial and Federal legislation. The position also oversees the investigation and resolution of complex customer service matters and provides professional advice, recommendations, and technical expertise to Council, corporate departments, and Town staff.
Duties & Responsibilities
Operations
- Provide strategic leadership and daily management of Operations staff to ensure the effective maintenance of the municipal infrastructure including roads, sidewalks, storm sewers, parking lots, street lighting, traffic signals, parks, and trails.
- Promote innovation, operational excellence, and continuous improvement across the Operations Division by fostering proactive operational enhancements, process improvements, and evidence-based recommendations and policy and procedural amendments that ensure infrastructure remain in good order and service levels are consistently delivered.
- Establish, monitor and report on key performance indicators (KPI’s) and service level standards.
- Lead the development and review of standard operating procedures (SOPs) and ensure staff are trained, compliant, and aligned with best practices.
- Oversee asset management initiatives, and capital and operational planning, including preparation of goals and objectives, development of short- and long-term business plans, and implementation of procedures that support efficient, sustainable practices.
- Develop RFP/RFQs through contract tendering processes and contract development to facilitate and support capital projects.
- Manage, monitor, and evaluate contractor performance, ensuring compliance with service standards, safety requirements, and contract terms. Address deficiencies, disputes, and performance issues; and support contract renewals and service optimization initiatives.
- Use trend analysis to provide evidence-based recommendations, written reports, and verbal presentation to the Senior Leadership and Town Council.
- Develop maintenance programs and procedures in accordance with applicable standards, e.g., regulations 239/04 MMS, HTA, ESA. Collaborate with other departments in program development and ensure regulatory compliance with established standards.
- Monitor and ensure compliance with all applicable acts and regulations,
including Highway Traffic Act, Municipal Act, Accessibility for Ontarians with Disabilities Act, Health and Safety Act, Commercial Vehicle Operators Regulations, Technical Standards and Safety Authority, Federal Fisheries Act, Ontario Water Resources Act, Environmental Protection Act, and Municipal Drainage Act.
- Manage operational and capital budgets, including preparation, forecasting, and monitoring to ensure compliance. Approve purchases and ensure proper coding.
- Promote high service delivery standards to ensure satisfactory customer service. Investigate, address, and respond to complex customer service issues and inquiries in a professional, courteous, and respectful manner with a solutions-oriented approach.
- Build and maintain effective relationships with internal departments, surrounding municipalities, and various partners to promote joint or partnered service delivery plans.
- Contribute to corporate initiatives, strategic planning, and interdepartmental projects.
- Support organization change initiatives and act as a subject matter expert representing the department.
Department Leadership
- Plan, develop, and implement division goals, objectives, policies, and procedures; review and evaluate work methods and procedures for improving organizational performance, enhancing services, and meeting goals; ensure that goals are achieved.
- Identify, assess, and mitigate operation, safety, environmental, and liability risks associated with municipal infrastructure and operations.
- Ensure proper and effective staffing through recruitment and selection, learning and development processes, as well as provide direct supervision, mentoring, coaching and development of the team.
- Support labour relations activities in collaboration with Human Resources, including attendance management, performance management, and progressive discipline.
- Lead workforce planning to ensure operations capacity aligns with service demands and asset growth. Support succession planning, training, development, and knowledge transfer within the department.
- Manage and coordinate the professional services that are purchased by the Department including independent contractors and service providers.
- Develop and effectively manage the assigned budget(s), programs, and services.
- Champion data driven decision making to improve operational efficiency and planning accuracy.
- Leverage digital transformation initiatives impacting the department and support continuous improvement of management systems, work orders systems, GIS, and maintenance tools to improver department efficiency.
- Work in compliance with and ensure the team is knowledgeable of and in compliance with, the Occupational Health and Safety Act, WHMIS, applicable legislation, regulations, statutes, departmental policies/procedures/practices, operational guidelines, and performs protected work practices.
- Lead and coordinate emergency responses related to infrastructure operations including but not limited to: Severe weather, flooding, road failures.
- Participate in corporate Emergency Management program and ensure operational readiness plans, standby coverage and escalation protocols are in place.

- Build and maintain knowledge and expertise in relevant fields.
Qualifications and Requirements
- A post-secondary degree in Public or Business Administration, Applied Sciences, Engineering or related discipline required. Candidates with an equivalent combination of education and work experience may be considered.
- Minimum of five (5) years of combined experience in the management, development, and implementation of operational teams and maintenance programs related to roads, public works, and/or parks; including a minimum of three (3) years of experience in a management or supervisory capacity.
- Licensed Professional Engineer (P.Eng.), Certified Engineering Technologist (CET), or Senior Certified Road Supervisor designation (CRS) considered an asset.
- Demonstrated experience with preparing and reporting financial information, maintenance management and administration; established understanding of parks, roads, right-of-way maintenance, traffic flow and roadway safety, and urban forestry.
- Thorough working knowledge of applicable legislation including Provincial Minimum Maintenance Standards, the Highway Traffic Act, Municipal Act, Accessibility for Ontarians with Disabilities Act, Health and Safety Act, Commercial Vehicle Operators Regulations, Technical Standards and Safety Authority, Federal Fisheries Act, Ontario Water Resources Act, Environmental Protection Act, Municipal Drainage Act and some familiarity with Environmental Compliance Approvals and processes as it relates to storm water treatment and discharge.
- Strong leadership, analytical, organizational, interpersonal, multitasking, and change management skills with ability to deliver complex, multifaceted projects/studies.
- Excellent customer service skills required to liaise with the public, members of council, and employees to foster and maintain good working relationships and best practices.
- Moderate to advanced computer skills with Microsoft Office (Excel, Word, Outlook, PowerPoint).
- Class “G” Driver’s License in good standing is required.

- Physical demand requires standing, sitting, and walking.
- Visual attention for health and safety compliance and personal safety while on the job.
Working Conditions
- 35 working hours weekly, Monday to Friday with a one-hour unpaid lunch.
- This position requires occasional work outside of standard office hours to fulfill responsibilities such as attending Council meetings and responding to emergency calls.
- Standard office working environment and conditions.
- Occasional travel required within the municipality to various sites and facilities required.
