About the Role:
Under the general direction of the Manager, Engineering and Construction, the Ontario Land Surveyor (OLS) provides leadership and guidance, and oversees the union employees that carry out the Land Survey duties on all cadastral related matters. The OLS is responsible for providing a professional opinion and advice on cadastral survey matters related to the title and boundaries of City owned lands, highways, and easements. The OLS provides oversight on the production of engineering base plans and cadastral plans including the collection of field survey data, processing, adjustments and integration with horizontal and vertical datums and is responsible for maintaining and extending the horizontal and vertical control systems and protecting the survey monumentation demarking the extent of highways and City owned land.
What You'll be Doing:
- Provide oversight, guidance, technical training, coaching, and mentoring to field staff based on knowledge and expertise.
- Supervise field staff in all cadastral related matters.
- Manage the collection and processing of topographic, engineering, and cadastral field surveys.
- Review and provide opinions on boundary extent of city owned land, easements, and highways.
- Prepare reports for encroachments on highways and easements.
- Respond to insurance claims with respect to ownership or jurisdiction of the incident location.
- Research historical documents to resolve title issues.
- Examine and respond to applications for absolute title to protect the interest of the City of St. Catharines.
- Protect, reference, and restore survey monumentation located on the boundaries of highways and city owned land, and the horizontal control monuments and vertical benchmarks established by the city and other public agencies.
- Perform least squares adjustments of horizontal and vertical observations.
- Ensure that the survey equipment is functioning properly and prepare specifications for replacement.
- Review and comment on Plans of Survey submitted to the City of St. Catharines for widenings, easements, and severances.
- Prepare and review specifications for the contracting of surveyors or surveying services.
- Other duties as assigned.
What's Required:
- A University Degree in Geomatics or related field.
- Licensed member in good standing of the Association of Ontario Land Surveyors.
- Three (3) years of experience working as a licensed OLS.
- Experience with least squares adjustments of horizontal, vertical, and combined networks (preferably MicroSurvey StarNet)
- Experience with GPS (RTK) and Robotic Total Station data collection and methods.
- Working knowledge of CAD preferably Civil3d and Field to Finish processes.
- Effective interpersonal and communication skills.
- Knowledge, training, and experience with the Occupational Health and Safety Act and the Regulations thereunder.
- Knowledge, training, and experience with the Ontario Traffic Manual’s Book 7.
- Valid G-Class driver’s licence, with a good driving record.
- Demonstrated commitment to enhancing a safety culture and a culture of continuous improvement.
