Job Description
Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. Position Purpose
The Director, Treasury leads the organization’s Treasury function, including funding, liquidity, investments, and financial risk management for a $6B+ loan portfolio. The role sets Treasury strategy, ensures strong governance and risk management, and delivers forward‑looking analysis to optimize net interest margin and support lending growth. As a strategic advisor to executive leadership and the Board, this role strengthens financial sustainability through disciplined balance‑sheet management and informed decision‑making.
What You Will Do
Treasury Strategy, Planning & Portfolio Optimization
Lead the development and execution of Treasury strategy, balance‑sheet optimization, and multi‑year roadmaps aligned with lending growth and provincial priorities.
Own Treasury budgeting, forecasting, net interest margin analysis, and variance explanations for executive leadership.
Deliver forward‑looking portfolio analysis, scenario planning, and stress testing to inform strategic decisions under varying market conditions.
Treasury Operations, Risk Management & Governance
Oversee all Treasury operations, including funding execution, borrowing requirements, liquidity management, and administration of financial agreements.
Establish, maintain, and enforce Treasury policies, guidelines, delegated authorities, and internal controls to manage financial and market risks.
Lead financial risk management activities, including interest rate, liquidity, credit, capital, and market risk, ensuring audit readiness and governance integrity.
Funding Strategy & Strategic Relationship Management
Own and execute funding strategies, including negotiation and review of funding facilities to optimize cost of capital, flexibility, and risk exposure.
Build and manage senior relationships with the Ontario Financing Authority, banking partners, and other funding stakeholders.
Advise executive leadership and governance bodies on funding, risk, and portfolio strategy to support new and evolving government lending programs.
Deliver high‑quality Treasury reporting to the Board and its committees, including performance metrics, risk insights, and forward‑looking analysis.
Lead Treasury systems and tools transformation, including business case development, implementation, and change management.
Build and lead a high‑performing Treasury team, evolving the function from transactional execution toward strategic advisory.
What We Are Looking For
Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field.
Several years of progressive experience in Treasury, Corporate Finance, Banking, or a related discipline.
Many years of experience leading Treasury or Finance teams.
Strong expertise in funding strategy, liquidity management, balance‑sheet optimization, and financial risk management.
Demonstrated ability to advise executive leadership and governance bodies using complex financial analysis.
MBA, CFA, CTP, or similar professional designation considered an asset.
Public‑sector, government‑agency, construction lending, or project finance experience is an asset but not required.

We offer a competitive salary range of $139,000 to $177,600 (M3 level), pay will align with skills, knowledge and experience of the candidate.
