Civil Foreman – New Elevation Civil Construction (Metro Vancouver)

New Elevation Civil Construction is a fast-growing civil contractor with a strong reputation for delivering high-quality underground utility projects throughout Metro Vancouver. We are committed to safe work practices, quality execution, and building a team-oriented, respectful team culture.

We are currently seeking an experienced Civil Foreman to join our field leadership team. This role offers the opportunity to lead dynamic crews on active roadways while contributing to long-term infrastructure projects that matter.

What You’ll Do

You will lead daily site operations and supervise civil crews to ensure work is performed safely, efficiently, and to specification. You’ll work closely with project management and dispatch teams to keep things moving, troubleshoot in real time, and support overall project success.

Key Responsibilities

- Lead underground utility installations, including storm, sanitary, water, and hydro electrical distribution infrastructure
- Ensure compliance with New Elevation’s OHS program and WorkSafeBC regulations
- Perform daily FLHAs and lead weekly toolbox talks
- Interpret drawings and grades; use pipe lasers and other layout tools
- Oversee excavation safety and trench support according to regulation
- Coordinate with dispatch and PMs to plan manpower, equipment, and materials
- Maintain transparent and timely records (crew hours, packing slips, site documentation)
- Communicate site issues, changes, or extras proactively
- Mentor pipelayers and labourers; set the tone for teamwork and accountability




- Ensure all tools and equipment are stored, maintained, and secured at day’s end
- Tag out faulty equipment and communicate with dispatch for follow-up
- Confirm BC 1 Call status and location of existing utilities before ground disturbance
- Assist with confined space planning and entry procedures (where applicable)
- Support continuous improvement and collaborate with management on problem-solving
- Perform other related duties as required to support site success

Skills & Qualifications

- Minimum 5 years civil construction experience
- Minimum 3 years in a supervisory or foreman role
- Strong ability to read and interpret drawings and grades
- Proven experience with urban civil work, especially on active roadways
- Solid knowledge of underground utility systems, materials, and construction techniques
- Valid BC Driver’s License with clean abstract
- Valid First Aid certification (Confined Space and Ground Disturbance are assets)
- Comfortable overseeing and directing a mixed crew and sub-trades
- Strong communication, organization, and interpersonal skills
- Experience with job safety, scheduling, equipment coordination, and quality control
- Willingness to work overtime and weekends when required

Compensation & Benefits

- $45–$55 per hour, depending on experience
- Full time, permanent role (40 hours/week + paid overtime)
