The Ministry of Municipal Affairs assists municipalities in providing well‑managed, collaborative, and accountable local government to Albertans.
Responsibilities
Develop policy documents, briefing materials, and advice for senior decision makers on municipal grant policy
Conduct advanced financial and data analysis, visualization, and data storytelling to support policy options, program changes, and new initiatives
Conduct research, analysis, and environmental scanning to identify emerging policy issues
Design policy options that balance stakeholder interests with provincial government objectives
Support stakeholder engagement to understand and assess municipal and partner perspectives
Provide advice and recommendations on complex grant policy and intergovernmental issues
Develop recommendations for new grant programs and changes to existing policies and programs
Prepare briefing notes, options, and recommendations for senior leadership review
Contribute to development of program guidelines and administrative agreements
Prepare reports on grant allocations and funded projects for senior management and stakeholders
Respond to inquiries from the Minister’s Office, MLAs, internal partners, and external stakeholders using reporting and data tools (e.g., PowerBI, Excel, grant systems)

Qualifications
A related university degree (e.g., Economics, Statistics, Data Analyst), supplemented by 4 years of related experience
Training or experience in data analysis, business intelligence, or data visualization is considered a significant asset. Directly related education may be considered an equivalency for experience on the basis of 1 year of education for 1 year of experience.
Applicants must demonstrate advanced proficiency in Excel and Power BI. Experience with Microsoft Access, PowerQuery/PowerPivot, dashboard development, or other BI/analytics tools is preferred.
Assets
Extensive understanding of Government of Alberta policy development processes, legislative and regulatory frameworks, and effective policy advice
Strong knowledge of provincial accountability frameworks, departmental business planning, and government decision‑making processes
In‑depth knowledge of municipal grant programs, policies, procedures, and processing
Robust understanding of the Local Government Fiscal Framework Act, Municipal Affairs Grants Regulation, and relevant sections of the Government Organization Act
Working knowledge of municipal operations, infrastructure management practices, and provincial‑municipal relations
Knowledge of provincial legislation and regulations affecting municipalities
Experience with stakeholder engagement, consultation, and change management
Strong understanding of conflict resolution, negotiation, and mediation processes
Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and related tools
Advanced data analysis expertise, including data cleaning, modeling, validation,
and integration
Experience using business intelligence and reporting tools (e.g., Power BI, Excel Power Query/Power Pivot)
Skills and Abilities
Policy Analysis & Advice : Ability to provide clear, evidence based policy advice and recommendations to senior decision makers, linking data insights to policy implications, risks, and opportunities
Data & Analytics : Advanced Excel and Power BI skills, including building analytical models, dashboards, and visualizations; ability to modernize and automate data processes
Advisory : Ability to explain complex grant programs, policies, and underlying principles to diverse stakeholders
Analytical & Problem Solving : Strong analytical and issues management skills, using innovative and creative approaches to assess impacts and develop solutions
Communication : Excellent written, verbal, and presentation skills, with the ability to communicate complex information clearly to non technical audiences
Organization & Time Management : Ability to manage multiple priorities independently or within a team in a quick paced environment
Collaboration & Consultation : Experience supporting or leading stakeholder consultation processes and developing consultation materials
Research : Strong research skills to support grant program implementation, performance measurement, and improved reporting
This role is a permanent, full‑time position with the standard work hours of 36.25 Monday to Friday.
Location: Edmonton
