The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co‑operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery.

AEMA is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the setting from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. AEMA accomplishes its objectives by leading the co‑ordination, collaboration and co‑operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system.

Our agency also works to ensure vital public services, such as government services and first responders, are available during a crisis.

As a Senior Analyst, Training and Change Management, you will play a key role in strengthening the Alberta Emergency Management Agency’s Recovery Branch by building the training systems, tools, and change strategies that enable staff to perform at their best. You’ll lead a small team, shape Branch‑wide learning frameworks, guide complex projects, and support the organization through continuous improvement and change.

Key Responsibilities

- Lead and mentor a team of analysts, providing direction, coaching, performance oversight, and coordination of daily activities.
- Develop and maintain the Recovery Branch Training Framework, including standards, tools, schedules, and quality assurance processes.
- Design and deliver role based training programs, conducting needs assessments and collaborating with subject matter experts to build effective learning materials.
- Administer the Learning Management System (LMS), overseeing content management, user access, reporting, and system training for staff.
- Provide project leadership for complex, multi stakeholder initiatives, ensuring alignment with Branch priorities, risk mitigation, and consistent project management practices.




- Lead and support change management activities, including readiness assessments, communication plans, stakeholder engagement, and development of change resources.
- Capture and formalize lessons learned, supporting continuous improvement, knowledge retention, and standardized business practices across the Branch.
- Support emergency operations, which may require working extended or irregular hours during emergency response or recovery activations.

Qualifications

Required : University degree in Business or related, PLUS 4 years related experience or equivalent as described.

Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education.

For Example:

- Related 1 year certificate PLUS a minimum 7 years of experience
- Related 2-year diploma PLUS a minimum 6 years of experience
- Related minimum 8 years of experience

The successful candidate MUST also have:

- Proven experience developing training frameworks, curriculum, or learning programs in a complex organization.
- Demonstrated ability to lead, coach, or supervise a small team.
- Strong project management experience, including planning, execution, risk management, and stakeholder coordination.
- Experience leading or supporting change management initiatives (e.g., readiness assessments, communication planning, stakeholder engagement).
- Ability to conduct needs assessments and translate findings into effective training solutions.
- Strong communication skills, with the ability to simplify complex information and engage diverse audiences.
- Experience working with digital learning tools or Learning Management Systems (LMS).
- Ability to work under pressure and adapt quickly during emergency or high demand situations.
- Ability to travel with short notice for extended periods of time (i.e. be deployed to support an incident). Additionally, you must be able to work non-standard hours with short notice for extended periods of time (i.e. weekends, evenings, nights, holidays etc. at times of incident).

Assets

- Experience in emergency management, disaster recovery, or public sector environments.
- Familiarity with GoA policies, standards, and training requirements.
- Certification in project management (e.g., PMP) or change management (e.g., Prosci).
- Experience facilitating lessons learned, after action reviews, or continuous improvement processes.
- Background in instructional design, adult learning principles, or e learning development.
- Experience developing business standards, best practices, or operational documentation.
- Knowledge of knowledge management practices and organizational learning strategies.
