Your Opportunity
We provide planning, design and construction administration services for municipal infrastructure (watermain, storm, sanitary), roadway, road rehabilitation, transit/rail, bridge and related projects. We are currently seeking a Municipal Contract Administrator to complement our Field Services team, conducting fieldwork in the greater Toronto area and surrounding region out of the Markham office. The Municipal Contract Administrator will play a lead role in the delivery of inspection services with our municipal clients. There is potential for growth in technical/professional development and project management. Some daily travel may be required to perform administration and inspection-related duties in support of the Design Team and Engineer of Record projects.
Your Key Responsibilities
- Conduct site meetings and issue minutes.
- Organize and control work to administer medium to large contracts.
- Ensure work on contracts proceeds according to plans, procedures, contract specifications and quality.
- Check contract documents and review design for obvious errors.
- Approve work and progress payments.
- Carry out inspection activities to ensure conformance.
- Check and inspect contractor's work with drawings and related contract documents.
- Conduct site surveys, confirming the scope of work, obtaining relevant information, equipment and materials.
- Arrange site access and conduct a survey.
- Compile field data in report form for review of the project designer.
- Prepare contract specifications, construction staging and traffic arrangement schemes.
- Assess the scope of work.
- Monitor staff levels, coaching junior staff as required.
- Manage the construction budget, act as liaison with clients and issue invoices as appropriate.
- Liaise/coordinate with service providers for specialized inspections and/or testing to ensure tasks are completed per terms or reference, specifications or agreement.
- Address contractor questions and misconceptions by working closely with the superintendent and other construction staff.
- Record contractor activities in digital format.
- Ensure work on contracts proceeds in accordance with approved design and contract specifications.
- Work within established guidelines, procedures and practices.
- Able to handle multiple assignments.
Your Capabilities and Credentials
- Knowledge and understanding of Ontario Provincial Standards and Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), contract documents including Agreement, General Conditions of Contracts, and Special Provisions.
- Knowledge of construction survey and layout.
- Knowledge of construction methods and materials.
- Knowledge of the requirements of relevant legislation such as the Occupational Health and Safety Act and Environmental Protection Act.
- Experience with Microsoft Office software (Word, Excel, Access).
- Experience with MS Project or Primavera is an asset.
- Experience with Builterra is an asset.
- Excellent verbal and written communication, time management, negotiation and conflict resolution, problem solving, and organizational skills.
Education and Experience
- Post-secondary degree or diploma in Civil Engineering or Civil Engineering Technology/Technician.
- Minimum 6+ years' experience in municipal contract administration.
- Demonstrated construction administration experience as a Contract Administrator or the equivalent of 5 or more similar Ministry of Transportation Ontario (MTO) or municipal projects with construction values of at least $5,000,000 and up to $15,000,000 or greater is an asset.
- Either registration as a Professional Engineer with PEO or as a Technician or Technologist with O.A.C.E.T.T. with Road Construction Contract Administration (RCCA) designation, or Road Construction Senior Inspector (RCSI) with the ability to obtain RCCA designation.
- Prior MTO T131 Advanced Claims Dispute Resolution training is an asset.
- Prior experience working in a Municipal Environment is an asset.
Work Environment
Typical office environment working with computers and remaining sedentary for long periods. Field work may include exposure to the elements including inclement weather.
