About APC
The American Peanut Council (APC) is the trade association which represents all segments of the peanut industry. Members include peanut growers, shellers, manufacturers, brokers, and suppliers of goods and services to the industry. Headquartered in the greater Washington, D.C. area, the APC monitors developments in the domestic and international markets and responds with a diverse array of domestic and international marketing, trade servicing, sustainability, food safety, research and issues management programs.
APC also administers the U.S. peanut industry’s export market development programs. Activities include trade and consumer promotional programs highlighting the perks of U.S. peanuts in key markets around the world. In addition, its global representatives conduct trade servicing, market research, public relations activities, and work closely with international organizations to monitor technical and regulatory issues which could impact global peanut trade.
Purpose
APC is issuing this RFP to contract with a qualified individual or firm based in Canada’s Eastern or Atlantic time zone to serve as Program Manager, Export Programs (Administrative). This is a non-trade, administrative role focused on systems management, compliance, budgeting, and program operations support.
Position Overview
This role is administrative and operational in nature. The Program Manager will support APC’s export program infrastructure, working closely with senior leadership and regional Vice Presidents.
Primary areas of responsibility include:
- Data entry and program tracking
- Systems development and workflow design
- Budget management and reconciliation
- USDA compliance and reporting
- Reimbursement management
- Export program implementation support
- Special projects and cross-regional coordination

Period of Performance
The contract term will cover the remaining calendar year and terminate December 31, 2026. At the end of the initial term, performance will be evaluated and, subject to APC’s contracting procedures and funding availability, the contract may be extended on an annual basis.
Budget
Proposals must include:
- Annual professional fee (aligned with USDA general pay scale)
- Administrative costs (if applicable)
- Any required software or systems support costs
Minimum Qualifications
Applicants must demonstrate:
- Experience managing government funded programs, research grants, large projects, consulting or other relevant work history
- Strong financial management and reconciliation experience
- Expertise in compliance documentation and audit preparation
- Advanced Excel and data management skills
- Experience designing tracking systems or improving workflow processes
- Strong written communication and reporting skills
Preferred Qualifications
- Deep knowledge of Excel, including Visual Basic and Python, and/or experience building macros
- Experience using generative AI to improve workflows and processes
- Knowledge of SAP Concur or other travel management services
- Extensive experience in the Microsoft Suite, including Power Point, Word, Excel, Share Point, Forms, One Drive, Bookings, etc.
Description of Required Services
1. Data & Systems Management
- Design and maintain centralized export program tracking systems on APC’s Share Point
- Develop standardized templates for regional reporting
- Maintain organized digital documentation filing system on APC’s Share Point
2. Budget Management & Financial Oversight
- Track export program budgets across regions in coordination with Vice Presidents
- Ensure activities and documentation comply with USDA/FAS program requirements and guidelines
- Reconcile monthly expenditures for submission to APC leadership
- Prepare financial summaries for senior leadership
3. USDA Compliance & Reporting
- Track travel deliverables have been completed/submitted
- Coordinate with contractors to collect required documentation
- Prepare monthly, quarterly, and annual reports
- Organize documentation for audits
- Track deliverables and measurable outcomes
- Assist Vice Presidents with the preparation of Success Stories for submission to USDA
4. Reimbursement & Invoice Processing
- Assist Vice President Finance with the preparation of backup documentation for reimbursement submissions
- Maintain tracking of outstanding reimbursements
- Assist Vice Presidents with invoice processing for vendors, contractors, in-market representatives and other partners
5. Program Design & Implementation Support
- Assist in preparation of annual export program plans
- Develop KPI dashboards
- Support launches of new events, programs, export projects, etc.
6. Special Projects
- Develop administrative systems to improve efficiency
- Support CRM or export database development
- Prepare Board-ready performance summaries

Travel
Travel to the APC office in Alexandria, to conferences and events in the United States and globally may be required. Travel time is estimated at approximately 30 percent.
