The OPP Association (OPPA) is a labour organization that works on behalf of all civilian and non-commissioned uniform members of the Ontario Provincial Police (OPP). There are over 6,900 uniform and approximately 3,800 civilian members who belong to the Association. Job Title: Strategic IT Manager Department: Administration Reports to: Chief Administrative Officer (CAO) Organization: OPP Association Salary: $145,000 - $175,000 (depending on level of experience) Role Overview The Strategic IT Manager is responsible for overseeing the OPP Association’s information technology systems, infrastructure, and processes. The Strategic IT Manager ensures the development and maintenance of a secure, reliable, and efficient information environment that supports the Association’s operational needs. This role maintains a robust information infrastructure and fosters a culture of cybersecurity awareness and compliance to safeguard the confidentiality, integrity, and availability of the Association’s IT systems, identities, and data assets. The Strategic IT Manager also leads the deployment, management, and maintenance of technology resources to ensure IT operations function effectively and efficiently across the organization. Key Responsibilities Process, Procedure, and Systems Development Develop and implement processes, procedures, and systems to ensure the cybersecurity and confidentiality of all Association data and protect against internal and external threats. Implement security intelligence and risk management tools to monitor the environment for ongoing vulnerabilities and threats. Maintain an identity and access management program, including policies and workflows. Establish change management controls and supporting processes. Develop and maintain a Security Incident Response Plan. Organizational Operations Direct the development and implementation of organization-wide information and communications systems that support operational needs. Work with departments to identify technology solutions that support their operational requirements. Evaluate the security of proposed solutions against the Association’s cybersecurity policies. Help Desk Services Develop and implement a comprehensive help desk service to provide technical support to staff. Evaluate the benefits and risks of maintaining an internal help desk team versus engaging third-party vendors. Monitor help desk performance to ensure service levels are consistently met. Analyze reported issues to identify trends and root causes and implement solutions. Information Management Guide the development and implementation of an enterprise-wide information management strategy. Ensure effective data governance, data quality, security, and accessibility across the organization.
Oversee the organization’s data architecture, including solutions for data integration, data warehousing, and business intelligence. Manage information systems to ensure data consistency and accuracy. Implement data classification and retention policies that comply with regulatory requirements and industry standards. Promote data literacy and self-service analytics to support data-driven decision-making across the Association. Information Security Strategy and Governance Develop, implement, and maintain a comprehensive enterprise-wide information security program to protect organizational assets. Act as a lead advisor to senior leadership on information security matters, translating complex technical risks into clear business terms. Establish and oversee a governance, risk, and compliance (GRC) framework aligned with applicable laws, regulations, and industry standards. Develop and maintain the Association’s information security policies, standards, and procedures. Oversee the continuous monitoring and operation of information security controls such as firewalls, endpoint protection, and threat detection systems. Direct the organization’s information security incident response processes and provide leadership during security events. Manage the information security budget, prioritize initiatives, and report on program effectiveness and return on investment. Personnel Management Provide leadership and oversight to direct reports: Technology Support Specialist Financial Budget Management Identify and manage ongoing technology expenses including SaaS platforms, hardware, network infrastructure, and maintenance contracts. Identify planned IT initiatives and develop business cases in support of projects. Prepare and manage the annual IT budget. Business Continuity and Recovery Identify critical organizational operations. Assess disaster scenarios for likelihood and impact. Develop and maintain data backup and disaster recovery plans. Establish communication protocols for business continuity events. Test and refine recovery plans regularly. Education and Professional Development Maintain up-to-date knowledge of developments in information technology and cybersecurity. Participate in ongoing professional development and training. Review industry publications, research, blogs, and podcasts to stay informed of emerging trends.
Meet regularly with external cybersecurity advisors to review emerging threats and risk mitigation strategies. Qualifications and Attributes Education and Experience 7–10 years of experience supporting corporate IT infrastructure in a Microsoft-based environment at a senior management level. Minimum of seven years of IT experience supporting end users, network infrastructure, servers, firewalls, and related technologies within organizations of 100+ users. University degree in Computer Science, Engineering, Information Technology, or a related field. Knowledge Strong understanding of computer systems, cybersecurity, telecommunications, databases, and storage systems. Skills Excellent oral and written communication skills. Experience developing and managing strategic plans within agile environments. Strong project management abilities. Ability to translate complex technical information into clear language for diverse audiences. Strong presentation and reporting skills. Ability to analyze research, data, and statistics to produce clear and effective reports. Excellent organizational and prioritization skills. High proficiency with Microsoft Office productivity tools. Competencies Exceptional interpersonal skills with the ability to build relationships across all levels of the OPP Association. Must demonstrate exceptional narrative-building skills. We need someone who doesn't just present data but tells a story. You can take highly technical requirements and translate them into plain English to gain buy-in, manage expectations, and drive adoption across diverse, non-technical audiences. This position will initially be based on-site, with the potential for remote work as the role progresses.
