The Moose Jaw Police Service (MJPS) is seeking a highly motivated public information and strategic communication specialist at an exciting time in the history of the MJPS. We are seeking an individual with a proven track record as a team player to create, develop and implement comprehensive and robust communication strategies, content and processes that will be public facing as well as internally throughout the organization.
Interested candidates must be capable and comfortable with creating professional content that can be shared with the public as well as learning new technology that will assist in the consistent messaging inside the MJPS as we launch several new initiatives to keep the City safe, assist with recruiting and to work closely with partners.
Will be required to attend public, school and operational events that the MJPS are present at in order to showcase the work being done by the MJPS with the public.
Prospective candidates will also play a significant role as the Moose Jaw Police Service embarks on the journey to accreditation with the Commission for Accreditation of Law Enforcement Agencies (CALEA). In this role you will be critical in working with Subject Matter Experts to develop and update policies and procedures in the recent software. Your ability to create concise and easy to understand content will be invaluable.
STARTING SALARY: $80,205 annually with future increments

POSITION DESCRIPTION
Under the direction of the Chief of Police, the Public Information and Strategic Communication Manager is responsible for strategic communication and corporate communication management, including employee communication, media relations, and public information.
(1) Research, create, manage,
implement and evaluate organizational communications plans and strategies to engage both internal and external stakeholders as well as various age cohorts based on demographics.
(2) Lead corporate and strategic communication by creating strategies, developing content and writing key messages, developing public service announcements, coaching and rehearsing, preparing handouts, coordinating media releases, advisories and conferences for the MJPS, the Board of Police Commissioners, and in collaboration with and for partners.
(3) Create and manage website content, including website design and ongoing maintenance, and proactively provide information to the public through digital media. Liaise with media/stakeholders and respond to requests for information.
(4) Produce content for traditional marketing mediums and video content for digital media to showcase the Moose Jaw Police Service for recruiting initiatives.
(5) Will hold a critical role in the implementation of policy software (i.e. PowerDMS) and existing training software, assisting in the development of policy and training content and messaging in collaboration with Subject Matter Experts.
(6) Provide media relations training.
(7) In the event of an emergency or crisis, collaborate with the City emergency control group to develop consistent and relevant messaging.
(8) Advise and consult the executive on an ongoing basis with respect to goals, tactics and strategic direction of communication plans, keeping in mind changes to the operational environment.
(9) Advise and consult with the executive on an ongoing basis with regard to policy relating to internal, external, public and confidential communications and modern mediums of digital media communication.
(10) Ensure communication strategies are inclusive,
accessible and maintain the integrity of the Moose Jaw Police Service.
(11) With the Chief of Police, participate in confidential discussions relating to operations, collective bargaining, labour relations, strategic planning, discipline, and sensitive matters to inform, develop and lead internal and external communications.
(12) Other related duties as required.
Competencies:
(1) Degree or Diploma in marketing, journalism, communications, public relations, or related field.
(2) Preferred three years’ experience in a public relations or media role.
(3) Proven ability, past experience and strong working knowledge and understanding of strategic planning, communication strategies, and best practices within a highly complex organization and fast paced environment.
(4) Proven experience and ability to manage multiple projects having competing deadlines with attention to accuracy, consistency and collaboration with others.
(5) Proven experience with producing content for multiple digital media platforms aimed at various age demographics
(6) Strong grammar and proof-reading skills.
(7) Ability to analyze and interpret digital media data, complex files, strategize and prepare statements for public release.
(8) Experience with messaging through digital media applications.
(9) Superior ability to communicate clearly, concisely and effectively, both verbally and in writing to multiple audiences. Demonstrated writing, editing, proofreading and researching skills.
(10) Demonstrated and documented effective interpersonal skills with the ability to work alone or in a team environment.
(11) Experience in managing projects.
(12) Proficient with the Windows suite, Adobe, Adobe Pro, Excel, Meta, Canva, digital editing software.
Knowledge of policing, legislative and regulatory processes and the justice system will be an asset.
