Position Overview
The permanent, full-time Project Delivery Manager will act as a key liaison between business interest holders, technical teams, and leadership, ensuring alignment on priorities, timelines, and outcomes. You will drive project governance, establish clear delivery frameworks, and proactively manage risks, dependencies, and resource allocation to keep initiatives on track.

In this role, you will oversee Capital Project Supervisors who are involved in multiple concurrent projects, applying structured methodologies to suit project needs. You will be expected to foster robust collaboration across cross-functional teams, facilitate effective communication, and resolve issues quickly to minimize impact on delivery.

Success in this position requires a balance of strategic thinking and hands-on execution. You will continuously evaluate delivery performance, identify opportunities for process improvement, and implement best practices to enhance efficiency and outcomes. A strong focus on interest holder engagement, transparency, and accountability is essential. The ideal candidate is an organized and proactive leader with a proven track record of delivering complex projects in fast-paced environments.

The successful candidate must have the following qualifications:

- University degree in Civil Engineering or Architecture.

- A minimum of seven years of progressively responsible management experience in delivering significant civil and civic building capital projects while meeting all Key Performance Indicators (KPI’s) successfully, including leading multidisciplinary teams of architects and/or engineers and contactors.

- Demonstrated advanced knowledge of architectural, engineering, and construction practices while problem solving in high pressure active construction projects.

- Knowledge of current legislation,



regulations and standards that govern linear and vertical projects.

- Ability to forecast and anticipate timelines for planning, design, construction and commissioning phases.

- Registration with Engineers and Geoscientists BC (EGBC) as a Technologist or Engineer.

- Comprehensive contract knowledge across a range of project delivery methods, including traditional and collaborative models such as the Canadian Construction Documents Committee (CCDC), Master Municipal Construction Documents (MMCD) and Integrated Project Delivery (IPD).

- Exceptional organizational, verbal, written communication, and public relations abilities.

- Valid Class 5 BC Driver's Licence.

The annual salary for this position is with a pay grade system starting at $152,755.20 ranging to $165,484.80. The City offers a comprehensive benefit package including generous vacation and an Earned Days Off program. Along with these benefits, the City provides access to fitness facilities, various instructed programs, and community volunteer/engagement opportunities. This is an exempt Management position.
