Are you an experienced facilities professional with a passion for project coordination, capital planning, and creating secure, efficient workplace environments? The City of Owen Sound is hiring a Capital Projects Coordinator to support the Manager of Corporate Services and play a key role in managing the City’s capital projects. This job posting is for an existing vacancy.
This position ensures the effective delivery of all aspects of capital projects for facility and other non-core City assets, as well as provides a healthy, productive and safe environment for all staff and members of the public.
What You’ll Do
- Oversee the development and monitoring of capital project requirements and budgets in conjunction with Division Managers, Consultants, and Architects to coordinate the development of technical specifications, schedules, and service interruptions for the rehabilitation, renovation, and replacement of various assets.
- Advise and assist project leads to develop project plans that effectively align scope, timelines, cost, quality, resources, risk, communication and procurement to allow for coordinated execution and control of the project.
- Prepare or assist with preparation for Tenders, RFP’s, quotations and contract administration for the rehabilitation, renovation, and replacement of various assets.
- Ensure compliance with the Occupational Health & Safety Act, Ontario Building Code, Plumbing Code, Fire Code, Electrical Safety Code, AODA, TSSA, and related legislation, regulations, and guidelines.
- Prepare and present reports or project rationale to Senior Management and City Council.
- Make strategic recommendations to capital planning exercises.
- Provide project management oversight, including contractor direction, subcontractor and consultant coordination, and contract compliance.
- Manage project timelines endorsed by Council and, as required by funding agencies.
- Conduct hazard and risk assessments, ensuring secure and productive working environments.
- Support departmental budgeting, including forecasting,
monitoring, and reporting.
- Maintain effective working relationships across all levels of the organization.
- Proactively escalate project issues and risks that require project sponsor or project team attention.
- Participate in cross-departmental corporate transformation projects as required.
What We’re Looking For
Education & Experience
- Diploma in Construction Management, Facility Management, Mechanical Engineering, Architecture, or an equivalent combination of education and experience
- Eligibility for, or current holder of, Certified Facility Management designation
- Project Management certification or Professional Designation (asset).
- Experience in energy management, facility maintenance, operations, and capital project coordination.
Skills & Competencies
- Strong knowledge of facility maintenance, project management and fleet management principles.
- Thorough understanding of facility-related legislation and standards.
- Excellent interpersonal, communication, customer service, and public relations skills with the ability to exercise tact and diplomacy.
- Advanced research, analytical, and problem-solving abilities
- High attention to detail and accuracy.
- Ability to think and act strategically in a political and public service environment, building strong teams and partnerships.
- Proficiency with Microsoft Office, facility and project management software, and facility scheduling applications.
- Strong time management, project management, and prioritization skills to meet deadlines in a fast-paced environment
Other Requirements
- Ability to remain discreet with sensitive and confidential information.
- Valid G-class driver’s license and access to a reliable vehicle.
- Ability to work effectively with contractors, consultants, and internal stakeholders.
- Internal candidates must have a satisfactory attendance and performance record.
Compensation & Benefits
- Wage: $76,421– $89,962 annually
- Benefits: Comprehensive employer-paid Extended Health & Dental plan, and OMERS defined benefit pension plan.
