Who are we looking for?
We are seeking two (2) Community Peace Officer I to join our Municipal Enforcement team. This role is ideal for a decisive and professional individual who is passionate about ensuring community safety, fostering public awareness, and maintaining the high esteem of municipal enforcement within the community.
Reporting to the Manager, Municipal Enforcement, the Community Peace Officer I provides essential enforcement of Town Bylaws and Provincial Statutes—including moving traffic—to gain compliance. Beyond enforcement, you will act as a vital liaison with other agencies, assist with public education initiatives, and provide subject-matter expertise to support the development of recent bylaws.

- Play a key role in ensuring public safety through the enforcement of the Traffic Safety Act and various municipal bylaws.

- Work collaboratively with law enforcement agencies, such as the RCMP, and internal/external stakeholders.

What are some of the duties of the Community Peace Officer I?
- Educate the public and enforce municipal bylaws and provincial statutes as appointed by the Solicitor General.
- Specifically enforce and ensure compliance with the following:
- Traffic Safety Act.
- Gaming Liquor and Cannabis Act
- Animal Protection Act
- Provincial Offenses Procedure Act
- Dangerous Dog Act
- Environmental Protection and Enhancement Act, Part 9, Division 2
- Thoroughly investigate complaints to determine validity and take appropriate action to achieve equitable solutions.
- Accurately prepare investigative reports, legal documents, and court information, and provide testimony in court when required.
- Conduct safe and efficient patrols of Cochrane's infrastructure, including pathways, parks, and roads.
- Develop and maintain effective working relationships with community groups, contractors, and other law enforcement agencies.
- Assist with public safety and awareness programs and initiatives.
- Provide input and suggestions toward existing and new bylaws.
- Attend Council, committee, or public meetings as required to represent the department.
- Provide coverage for special community events or after-hours emergency situations.
Qualifications, Skills and Abilities
Education and Experience
Required:
- Diploma in Law Enforcement.
- Completion of the Alberta Solicitor General and Public Safety Community Peace Officer Induction Program with Peace Officer I status.
- Minimum of 3 years of experience, including enforcement of traffic violations and experience working with animals.
- A combination of education and experience may be considered.
Preferred:
- Experience working within a municipal government environment is considered an asset.
- Completion of Weights and Dimensions Course is considered an asset.
Skills and Abilities
Required:
- Ability to exercise good judgment and remain fair when diffusing conflict under emotional circumstances.
- Strong computer proficiency with Microsoft Office and related municipal/provincial software.
- Demonstrated ability to work effectively both independently and within a team environment.
- Above-average listening skills and the ability to solve complex problems.
- Excellent organizational skills and meticulous attention to detail in documentation.
- Ability to demonstrate tact and diplomacy when resolving customer complaints.
- Strong communication skills to provide regulatory advice and build relationships with community service providers.
- Understanding of political sensitivity and the impact of enforcement on the public and stakeholders.
Certifications, Licenses and/or Designations
Required:
- Alberta Class 5 Operator's License.
- Current First Aid/AED certification.
- Radar/Laser certification.
- OC Spray/Baton certification.
- PPCT (Pressure Point Control Tactics).
- EVOC (Emergency Vehicle Operations Course). Must be able to obtain and complete course.
- PARE (Physical Abilities Requirement Evaluation) or the ability to successfully complete it.
- FOIP and ICS 100 certifications.
Working Conditions Note: This position involves moderate physical effort, including foot and bicycle patrols, and the apprehension/control of dangerous animals. You must be comfortable working in varied weather conditions, driving for long periods, and wearing personal protective equipment such as vests and tool belts.
