Overview Applications Architect – Senior (RQ00596) to join Supply Ontario in a hybrid role supporting the Central Waitlist Management (FY26‑27) initiative. This position will lead the design and evolution of enterprise‑scale application architectures across cloud (Azure/AWS), serverless, PaaS, SaaS, and .NET‑based systems. The candidate will define solution structures, interfaces, and reusable components for provincial‑level digital‑health services while ensuring alignment with Ontario Government Enterprise Architecture, PHIPA, and cloud‑security best practices.

Work Location: 525 University Ave., Toronto, ON (Hybrid – up to 5 days onsite per week, at Hiring Manager’s discretion)
Start Date: April 15, 2026
End Date: March 31, 2027
Business Days: 241 (with possible extension for unused days at Agency’s discretion)
Hours: 7.25 hours per day, 5 days per week
Public Sector: Must (public‑sector or healthcare‑sector architecture experience required)
About the Role Senior Applications Architect responsible for defining and evolving the logical and physical application architectures for Supply Ontario’s Central Waitlist Management and related digital‑health ecosystems. This role bridges business‑architecture inputs with technical implementation, ensuring that applications are scalable, secure, cloud‑native, and aligned with Ontario‑government architecture standards and PHIPA‑driven privacy controls. The candidate will work closely with product teams, security, and infrastructure to design cross‑platform, interoperable, and future‑ready solutions.
Must Haves Core Architecture & Cloud Skills Strong knowledge of cloud‑computing concepts, including Microsoft Azure and Amazon AWS platforms (Compute, Networking, Storage, IAM, services).
Strong experience building applications using serverless computing, PaaS, and SaaS patterns (e.g., Azure Functions, Logic Apps, AWS Lambda, APIs‑as‑a‑service).
Strong understanding of .NET Framework development patterns and best practices (e.g., MVC, layered architectures, microservices‑style patterns).
Broad understanding of Microsoft technology stacks across OS, middleware, and database products (e.g., Windows Server, SQL Server, .NET, Azure SQL, etc.).
Knowledge of application‑security architectures and privacy/security controls, including OIDC, SAML, OAuth for token‑based authentication and authorization.
Knowledge of messaging concepts: XML, JSON, HL7‑FHIR, and RESTful APIs.
Knowledge of the Archimate® modeling framework for enterprise‑architecture visualization.




Experience & Methodology 5–9 years of experience as a solution or applications architect (Level 2).
Experience developing enterprise‑architecture deliverables (models, views) following Ontario‑Government Enterprise Architecture processes and practices.
Robust understanding of object‑oriented analysis and design techniques.
Awareness of emerging IT trends (e.g., cloud‑native, serverless, event‑driven architectures, HL7‑FHIR, digital‑health trends).
Desired Skills Bachelor’s degree in Computer Science or equivalent technical experience.
5+ years in IT solutions security roles (e.g., secure‑design, threat‑modeling).
Security code‑review experience and offensive‑security background (e.g., red‑team, penetration testing) are assets.
Certified Azure Security Engineer, Azure Cloud Engineer/Architect, CISSP, CCSP, TOGAF, or ArchiMate certification are preferred.
Experience as an architect implementing Healthcare Technology standards in Canada, preferably Ontario (e.g., FHIR, HL7, provincial EHR standards).
Key Responsibilities Application Architecture & Design: Define the structure and relationships among applications, including identifying reusable components, software layering, and interface design.
Develop, implement, and manage at least one cross‑platform application architecture in a large, distributed environment (e.g., hybrid cloud, multi‑region).
Work from Business Architectures to develop, evolve, and maintain logical Information Systems architectures aligned with Supply Ontario’s architecture principles, standards, and methodologies.
Cloud & Solution Architecture Conduct cloud‑feasibility assessments for products and services, evaluating Azure/AWS suitability, cost, and risk.
Provide technical consulting and advisory services to product and project teams to ensure that solutions follow enterprise‑architecture directions and Software Development Services Centre of Excellence standards.
Collaborate with Product Managers to define interim and target‑state architectures supporting product roadmaps.
Governance, Standards & Support Ensure that SDLC architecture artifacts and practices (e.g., architecture models, interface specifications, security patterns) are followed during implementation.
Support implementation teams to build and deploy systems in conformance with solution architecture,



including knowledge sharing, architecture audits, and code reviews.
Evaluate and research technology trends, market directions, and industry developments, and assess their impact on the organization.
Interoperability & Messaging Design and standardize messaging patterns using XML, JSON, HL7‑FHIR, and RESTful APIs for integration across hospital, regional, and provincial systems.
Ensure architectures support Healthcare Technology standards and interoperability requirements.
Experience & Skill Set Requirements Core Criteria (100%) Minimum 5 years’ experience as a solution architect on electronic‑health‑related projects in Canada, preferably in Ontario – 20 points
Experience in developing enterprise‑architecture deliverables (e.g., models) based on Ontario‑Government EA processes – 15 points
Experience with messaging concepts (XML, JSON, HL7‑FHIR, RESTful APIs) – 25 points
Experience with Microsoft cloud‑based solutions and AWS platforms – 25 points
Knowledge of PHIPA and privacy legislation and their application to healthcare IT solutions – 15 points
Deliverables Application‑architecture models and documentation aligned with Ontario Government Enterprise Architecture and Supply Ontario standards.
Logical and physical architecture diagrams for Central Waitlist Management and related systems.
Cloud‑adoption and migration architecture for on‑premises‑to‑cloud transitions.
Standardized messaging and API designs (HL7‑FHIR, REST, XML/JSON) for interoperability.
Architecture‑governance and review artifacts (e.g., architecture‑reviews, findings, recommendations).
