Manager, Learning & Development

Position Summary The Manager, Learning & Development will establish and lead the organization’s learning and development function. This role will develop and execute learning strategies that strengthen workforce capability, enhance operational performance, support organizational growth, and prepare employees to succeed in Williams’ regulated pharmaceutical logistics environment. The successful candidate will combine strategic leadership with a practical, hands-on approach and contribute directly to Williams’ continued growth.

Key Responsibilities

Learning Strategy & Workforce Development

· Develop and execute an annual learning strategy aligned with business priorities.

· Identify current capability gaps and anticipate future workforce needs.

· Align learning priorities with organizational objectives and growth plans.

· Establish effective learning governance, standards, and processes.

Training Needs Assessment

· Lead organization-wide learning needs assessments.

· Analyze skill gaps and workforce capability requirements.

· Partner with leaders to develop targeted learning plans.

Program Design & Delivery

· Design and implement onboarding, compliance, technical, skilled, and leadership development programs.

· Deliver blended learning solutions through instructor-led, virtual, digital, and on-the-job experiences.

· Develop learning pathways and career development initiatives.

Learning Operations

· Lead, coach, and develop the Learning & Development team, fostering accountability, collaboration, and continuous improvement.

· Oversee the implementation and oversight of the Learning Management System (LMS) and related processes.

· Manage learning calendars, vendors, contracts, and budgets.

· Maintain accurate learning records and compliance reporting.

Measurement & Analytics

· Develop learning scorecards, metrics,



and reports.

· Measure business impact, learner application, productivity gains, and capability growth.

· Use learning data to recommend and drive continuous improvement.

Stakeholder Partnership

· Build strong partnerships with Operations, H&S;, HR, Quality, Compliance, and business leaders.

· Support organizational change, process improvement, and workforce readiness initiatives.

· In partnership with subject matter experts, apply knowledge of Williams’ pharmaceutical logistics, quality, safety, and compliance requirements to the design of practical learning solutions.

Qualifications

· Bachelor’s degree in human resources, adult education, organizational development, business, or a related field.

· Seven to ten years of progressive learning and development experience.

· Demonstrated experience leading learning programs and building effective business partnerships.

· Experience with LMS administration, reporting, and learning operations.

· Experience in healthcare, pharmaceutical logistics, transportation, supply chain, or another highly regulated environment is preferred.

· Knowledge of pharmaceutical logistics requirements relevant to Williams, including temperature control, chain of custody, quality, and regulatory compliance.

· Bilingualism in English and French is considered an asset but is not required.
