Lead policy research and program evaluation in a hybrid municipal services setting, translating complex evidence into actionable recommendations for senior leadership.The Manager, Policy, and Research leads policy, research, performance measurement, and community needs assessment activities. Reporting to the Senior Manager, Community and Strategic Initiatives, this position supports Neighbourhood and Community-Wide Services and Social and Health Development. The work advances strategic priorities through evidence-informed decision-making, program evaluation, and service planning.Key Responsibilities: Lead policy, planning, research, and program evaluation initiativesAnalyze quantitative and qualitative data for service planningDevelop community needs assessments, environmental scans,



and research studiesPrepare Council and Committee reports and recommendationsAdvise leadership on legislation, trends, and service improvementsRequirements: Master’s degree or equivalent education and related experienceFive to seven years of related policy or research experienceManagement experience in evaluation or performance measurementStrong analytical, critical thinking, presentation, and report writing skillsKnowledge of municipal processes and public accountability frameworksApply policy research, evaluation, and performance measurement expertise to strengthen evidence-informed municipal service decisions.
