Our public sector client is seeking a Program Manager (10+ years) to lead a major business modernization initiative using proof-of-value experiments and a program measurement framework

Drive a high-impact business modernization program in partnership with senior executives within a public sector environment. Scope includes program vision, outcome-driven planning, proof-of-value experiments, measurement frameworks, and end-to-end oversight across multi-project coordination and budgeting. Deliver executive-ready presentations, program plans/charters, risk-issue-decision logs, options/recommendations papers, and financial forecasts to support informed decision-making.

Contract, 1 year. Hybrid model in Richmond (3 days/week onsite)

Must Haves

10+ years as a Project/Program manager

Business Plans , Strategic Priorities , and operationalization experience

Experience working with senior level executives

A degree in Information Technology or Business Management

Responsibilities

Work with senior executives to define and shape a major business modernization initiative.

Refine strategic objectives and the overall program vision.

Work back from business outcomes to establish program approach and initiatives.

Run proof-of-value experiments to validate strategic investment in transformation initiatives.

Develop a program measurement framework to monitor progress and evaluate potential projects.

Plan, manage, and oversee all aspects of the program.

Oversee the program budget.
