Overview

Director and Chief Human Resources Officer

Peel Region, Corporate Services

Peel Region serves more than 1.6 million residents and approximately 240,000 businesses in Brampton, Caledon, and Mississauga and delivers a wide range of resident focused services across the Region. Rapid population growth, and commercial development have transformed what was primarily a rural area of farms and villages into a dynamic blend of urban, industrial, and residential areas. Peel is known for its large and vibrant newcomer community, with the highest percentage of racialized individuals in the GTA at 69% (2021).

Peel Region’s 20-year vision is “Community for Life”, where everyone enjoys a sense of belonging and has access to the services and opportunities they need to thrive throughout each stage of their lives.

Reporting to the Chief Administrative Officer, the Director and Chief Human Resources Officer (CHRO) will be Peel Region’s senior-most people executive, serving as a strategic counsellor to the Chief Administrative Officer, Regional Council, and the Executive Leadership Team. With enterprise-wide accountability for the people agenda, the CHRO will set the strategic direction for Human Resources and advance Peel’s People Strategy through the 2027–2029 Strategic Plan period, ensuring the organization has the leadership, capabilities, and workforce resilience to deliver on its evolving mandate. This executive will position Human Resources as a high-impact, integrated, and client-centred partner while leading the modernization of the function, including workforce planning, executive and organizational talent, labour relations, and the employee and leader experience.

The CHRO will exercise strategic stewardship across the full Human Resources portfolio, encompassing talent acquisition, workforce planning, labour relations and collective bargaining, total rewards, pensions, learning and leadership development, performance, recognition, well-being, health and safety, HR policy, and workforce analytics. The CHRO will shape Peel’s workforce strategy in the context of artificial intelligence, automation, and emerging technologies, anticipating future capability requirements and championing responsible job redesign, reskilling, mobility, and redeployment to sustain organizational performance and service excellence.

The successful candidate will be a values-led HR executive with a record of shaping enterprise people strategies and delivering complex transformation in a unionized, regulated environment. Bringing at least 10 years of progressively senior leadership experience and broad portfolio accountability, they will have demonstrated the credibility to advise a CAO, Council, or executive leadership team on workforce, labour, governance, and organizational matters.

They will bring demonstrated experience providing executive sponsorship and leadership for the implementation and optimization of enterprise HCM or ERP systems. They will combine extensive labour relations and collective bargaining expertise with strong financial and political acumen and a sophisticated understanding of future workforce capability. Municipal or broader public-sector experience is strongly preferred.

An influential and highly collaborative leader, they will inspire confidence, build executive alignment, develop high-performing leadership teams, and translate strategy into measurable institutional outcomes.
