One of our clients is seeking an experienced Chief Estimator – Heavy Civil Construction to lead its estimating department and oversee competitive, profitable bids for major civil infrastructure projects.

This senior leadership position involves managing the full estimating process, developing bidding strategies, leading the estimating team, and collaborating with Operations and senior management to support business growth and profitability.

Responsibilities

· Lead, mentor, and develop the estimating team while overseeing estimating activities and tender submissions.

· Prepare and manage conceptual, budgetary, and detailed estimates for large-scale heavy civil projects.

· Review construction drawings, specifications, tender documents, scopes, and quantity take-offs.

· Develop competitive bidding strategies while managing project costs, risks, and profitability.

· Oversee estimates for underground utilities, water and sewer infrastructure, earthworks, excavation, grading, road construction, and site development.

· Evaluate labour, equipment, material, subcontractor, and supplier costs.

· Identify project risks, constructability challenges, scope gaps, and contractual exposures.

· Collaborate with Operations, Project Management, Business Development, and senior leadership on project opportunities and bid decisions.





· Establish estimating standards, improve processes, and strengthen cost databases and reporting systems.

· Oversee estimating software, including B2W, and ensure smooth project handovers to Operations.

Required Qualifications

· Minimum 10 years of progressive estimating experience in heavy civil construction.

· Strong background in underground utilities, earthworks, excavation, grading, road construction, and civil infrastructure.

· Proven experience leading, managing, or mentoring an estimating team.

· Extensive experience with large-scale tenders, cost estimates, quantity take-offs, and bid submissions.

· Solid understanding of construction methods, labour and equipment productivity, project scheduling, and cost control.

· Ability to interpret engineering drawings, specifications, contracts, and tender documents.

· Experience evaluating subcontractor quotations, negotiating pricing, and assessing project profitability.

· Post-secondary education in Civil Engineering, Construction Management, or a related field. CET designation or equivalent qualifications considered an asset.

· Proficiency in Microsoft Excel and Office. Bluebeam and B2W experience are considered assets.

Pay: $170,000.00-$210,000.00 per year
