SPECIALIST CYBER DIPLOMACY & GOVERNANCE (BUSINESS STRATEGY & PLANNING)

The City of Toronto is hiring a full-time, permanent Specialist, Cyber Diplomacy & Governance in Toronto Cyber Security. The role provides cybersecurity, business and technical advice to City divisions, agencies and corporations, supporting the CISO's mandate and organizational security priorities.

Responsibilities

- Develop cybersecurity plans, policies and procedures, assess security needs, and recommend solutions aligned with business strategies and compliance requirements.
- Support cybersecurity procurement and vendor and contract management, including developing requirements and procurement documents and coordinating reviews with Procurement, Legal, vendors and internal stakeholders.
- Establish and monitor governance structures, budgets, project activities, metrics, service levels, risks and vendor performance.
- Prepare reports, briefing notes and presentations, and develop internal communications and cybersecurity awareness and training materials.
- Lead assigned projects, coordinate teams and resources, oversee day-to-day work of project staff and contract resources,



and recommend improvements to security solutions and business processes.

Qualifications

- Post-secondary degree in financial management, business administration or a related discipline, or an equivalent combination of education, training and experience.
- Experience in vendor or contract management, compliance monitoring, cybersecurity procurement and complex technology contracts; public-sector experience is preferred.
- Experience supporting operating and capital budgets and assessing cybersecurity risks, requirements and controls.
- Knowledge of cybersecurity controls, risks, threats, technologies and industry practices; SAP Ariba or S/4HANA experience is an asset.

Location: Metro Hall, 55 John Street, Toronto, Ontario. Schedule: Monday to Friday, 35 hours per week. The salary range is $105,241-$160,649 per year. The posting closes November 13, 2026. A satisfactory police record check, background screening, psychological assessment and other required security clearances are conditions of employment. Extended hours may be required, including during a cyber incident or breach.
