Scope:

Plan and lead project(s) as part of large multi-ministry/multi-year initiatives involving complex network architecture, advanced and innovative telecommunications/video/Video over I/P (VoIP), and audio/visual systems

Manage client relationships/networks as well as partnerships with business areas

Manage project teams and provide guidance on the use of audio visual and information technology in client business planning and business improvement initiatives

Develop project charters and master project plans, guide the definition of goals, deliverables and scope working with internal clients and stakeholders, I⁢ specialists, business planners to ensure clarity, accuracy and acceptance

Identify and assess risks, and recommend mitigation measures for approval

Provide leadership to project teams, external service providers and contractors

Identify impact of change, elevate to project sponsor for decision, revise work plans, schedule, and project budget to implement approved changes

Provide specialized advice and expertise to client groups and for the development of business cases and Treasury Board / Management Board of Cabinet submissions.

Coordinate I⁢ procurement to acquire and negotiate goods and services and administer contractual agreements.

Requirements

Experience and Skill Set Requirements:

Must Haves:

At least 5 years of audio-visual and videoconferencing technology experience





At least 5 years of project management experience

Knowledge of best practices for audio-visual, communications and IT deployment

Nice to have:

Previous OPS / Justice Sector experience would be an asset

Skill Set Requirements:

Establishment of procurement planning (including software, hardware, IP circuit and bandwidth)

Establishment of risk assessment

Establishment of communication plan

Development of work breakdown schedule

Development of business/user adoption plan (including Training, User Manual, GUI, etc)

Validated Facility Scope of Work

Development of mobilization plan and requirements

Develop test plan (based on use cases)

Validation of the facilities/construction work completion

Procure, receive and validate equipment

GUI design, review and approval

Ensure finalization of functional design drawings

Quality assurance testing

System and Functionality Testing

Client handover (Commissioning), client sign off

Ensure vendor delivery of as-built and close-out package (SAF, inventory, photos, programs, manuals, as-built shop drawings)

Conduct lessons-learned sessions

Delivery of internal close-out package (financial report, site profile, journals)

Participate in service review meetings





Project planning and management experience related to all phases of concurrent audio visual and I⁢ projects, including medium to large scale, technically complex projects across a range of enterprise technologies

Change management principles to facilitate business process change and manage the human factors associated with change

Leadership skills to guide the work of project staff and teams

You can develop project plans and manage resources to ensure efficient progress

You have a proven track record delivering system development and/or implementation projects on time and on budget

You can proactively and strategically manage the human factors associated with change

You have change management principles and techniques to facilitate business process change

You possess team building and leadership skills in order to engage the project team and ensure collaboration and focus on achieving project deliverables

You have demonstrated interpersonal and consultation skills to communicate project deliverables and build strong project teams and client relationships

You have demonstrated written and verbal communication skills to resolve problems and design/deliver presentations, proposals and business cases

You can determine client requirements, make presentations, prepare proposals, business cases and tenders and write procedures, resolve conflicts, develop and sustain effective working relationships
