The Manager, Financial Services and Deputy Treasurer provides strategic leadership and operational oversight for the City of Cornwall. The role supports statutory responsibilities under the Municipal Act, 2001, while ensuring fiscal accountability and regulatory compliance. It leads finance staff and aligns financial goals with organizational priorities.
Key Responsibilities:
Manage municipal budgeting, reporting, auditing, and departmental financial guidance
Oversee annual audits and consolidated financial statements under PSAS
Manage debt, investments, liquidity, and regulatory compliance
Improve financial systems,
automation, processes, and data integrity
Act for the Treasurer during absences or designated periods
Requirements:
Degree in accounting, finance, commerce, or related field
Chartered Qualified Accountant designation
At least seven years of progressive finance experience
At least three years of managerial experience
Proficiency with ERP, budgeting software, Excel, and Microsoft Office
