Project Overview The Broadway Subway Project is a 5.7 km extension of Vancouver’s SkyTrain Millennium Line, delivered under a design-build Project Agreement with the Province of British Columbia. Featuring six underground stations, the project will connect communities to jobs, healthcare, research and residential areas, with TransLink and BCRTC as operator stakeholders. Role Overview The Senior T&C; Engineer is responsible for leading the Testing & Commissioning of the Communications and Low Voltage Systems package, from factory testing through system integration, cut-over and handover to the operator. The role oversees the full testing sequence (FAI, FAT, FIT, PICO, SAT, SIT, Systems Cut-Over and Trial Running), ensuring test readiness, documentation and compliance with project requirements. The Senior T&C; Engineer also serves as the technical lead and primary point of contact for vendors, the Designer, BCRTC/TransLink, the EOR, SMEs and the Province, coordinating commissioning activities subject to independent review by the ISA, Independent Certifier and Technical Safety BC. Responsibilities 1. Leadership
- Lead and mentor T&C; coordinators, technicians and vendor test teams, assigning priorities and overseeing delivery.
- Set standards for test quality, documentation and safety, and represent the T&C; package in project and stakeholder meetings. 2. T&C; Planning & Sequencing
- Develop and maintain the package T&C; plan and commissioning sequence, aligned with the Project Schedule, Systems Commissioning Plan, track access windows and Cut-Over Plan.
- Contribute to 30-day and 90-day commissioning look-aheads, identifying prerequisites, constraints, critical-path risks and mitigation measures.
- Coordinate test windows, permits, isolations, access and site logistics. 3. Test Documentation & Requirements Verification
- Review and approve vendor and Designer test procedures, ensuring clear acceptance criteria and traceability to SuRS, ICDs and specifications.
- Maintain requirements traceability and verification evidence in DOORS, and prepare FTRR documentation.
- Develop and lead Field Modification Instructions (FMIs), including test scope, safety requirements,
integration sequencing and back-out arrangements. 4. Test Execution & Performance Verification
- Lead and supervise the full testing sequence, including PICO, SAT, SIT and Trial Running, ensuring earlier-stage deficiencies are closed before site testing.
- Coordinate vendor testing and stakeholder witnessing, and verify test reports and evidence for completeness, compliance and traceability.
- Oversee technical measurement campaigns, including fibre certification, radio and first responder coverage, DAS performance, PA/VA speech intelligibility and network performances. 5. Systems Integration & Cut-Over
- Manage technical interfaces with other Project systems and BCRTC's existing infrastructure through established RFI, SCR, FCR and NCR processes.
- Lead integration testing with SCADA, ATC, PS&D;, TVS, FLSS, PIDS, WMS and other interfacing systems.
- Coordinate staged system cut-over into the live BCRTC network, including migration planning, back-out arrangements and OT cybersecurity considerations. 6. Deficiency & Non-Conformance Management
- Manage deficiencies, punch lists and NCRs through to closure, ensuring traceable evidence and timely resolution.
- Escalate major failures through FRACAS and maintain redlines to support as-built documentation. 7. Safety Assurance & Compliance
- Coordinate commissioning evidence and support the closure of findings raised by the ISA, Independent Certifier, Technical Safety BC, Authorities Having Jurisdiction and other stakeholders.
- Ensure testing activities comply with Project HSE requirements, WorkSafeBC OHSR, Permit to Work, LOTO and guideway access requirements, including work adjacent to revenue-service systems. 8. Handover & Operator Readiness
- Coordinate the transition from installation through T&C; to operator handover, ensuring completion of T&C; dossiers, as-builts,
O&M; manuals and certification records.
- Support operator and maintainer training and verify the completeness of spare parts, special tools and test equipment documentation. Required Qualifications & Experience
- Engineering degree in electronics, telecommunications, electrical or computer engineering, or equivalent.
- 10+ years of T&C; experience on rail or transit communications and low voltage systems, including at least 5 years in a leading role.
- Hands-on experience with at least four of the systems in scope.
- Proven experience with structured test regimes (FAT, PICO, SAT, SIT), test evidence management and deficiency closure.
- Solid understanding of communications architecture, network infrastructure and system integration in safety-critical environments, with general knowledge of OT cybersecurity.
- Proven ability to lead multi-disciplinary technical discussions, drive progress and clear blockers.
- Excellent written and verbal English at technical and meeting level.
- Legally entitled to work in Canada.
- Valid BC driver's licence.
- Able to work on site, including nights, weekends and underground environments, in line with track access and cut-over windows. Systems in Scope
- Interfaces to train control (ATC), traction power and power distribution, tunnel ventilation (TVS/TVCS), Fire Life Safety (FLSS), and station mechanical and electrical systems
- Fibre optic backbone (FOCS) and structured cabling
- Data network, active equipment, and network management
- Tunnel radio, first responder coverage (E-Comm) and cellular DAS
- Public Address / Voice Alarm (PA/VA)
