TheDistrictofTimiskamingSocialServicesAdministrationBoard(DTSSAB)istheServiceSystemManagerresponsibleforthefunding,administrationandoversightofHousingServiceswithintheDistrict.ReportingtotheChiefAdministrativeOfficer,theHousingServicesManageroverseesadiverseportfoliooftheDTSSAB’saccountabilitiesasahousingproviderandcommunitypartnerinmanaging:tenantservices,propertyandmaintenanceoperations,communityhousingadministration,housingandhomelessnessinitiatives,andprovinciallyfundedhousingprograms,includingCanada-OntarioCommunityHousingInitiative(COCHI),OntarioPrioritiesHousingInitiative(OPHI),HomelessnessPreventionPrograms(HPP),Canada-OntarioHousingBenefit(COBB)andOntarioRenovates.





Workingwithinapplicablelegislation,provincialrequirements,DTSSABBoardofDirectorpriorities,approvedbudgets,directionandauthoritydelegatedbytheCAO,theManagerdirectstheplanning,administrationandoperationsoftheDTSSAB’sHousingServicesportfolio,whileensuringeffectiveandaccountableservicedelivery.TheManagermonitorsoperations,leadsHousingServicesstaff,establishesoperationalprioritiesandworkplans,administersprogramresources,monitorsprogramperformance,reportsonresultsandcompliance,maintainsrelationshipswithservicesproviders,identifiesimprovementopportunitiesfortheDistrict’shousingservices,andoverseestheadministrationofcommunityhousingandapplicablehousingandhomelessnessinitiatives.

KeyResponsibilities:

- Ensurecoordinatedservicedeliverybetweentenantservices,propertyandmaintenanceoperations,andotherHousingServicesfunctions,andcoordinatehousingactivitieswithotherDTSSABprogramsthroughtheeffectiveuseofavailableresourcesandinthebestinterestofourclients.
- ManageHousingServicescontracts,agreementsandservicearrangements,monitoroperationalperformanceassociatedwithcontractedservicesandprogramdeliveryarrangements,ensuringapplicablefundingandserviceagreementsfulfiltheDTSSAB’scommitmentsinthedeliveryofHousingServices.
- Overseethemaintenanceofhousingassets,alsomonitorandensureappropriateactiontorespondtooperational,maintenanceandproperty-relatedissues.
- Monitorprogramcompliance,revenuesandexpenditures,programfinancialperformance(whilealsoidentifyingpressures,variances,andevolvingrequirements),fundingallocationsperfundingagreements,administrativepractices,aswellasexpensesassociatedwithhousingandhomelessnessinitiatives.




- Identify,analyseandmonitoremergingissues,operationalneeds,servicedeliveryorfundingpressures,operationalrisks,opportunitiesforimprovement,andassessimpactstochangesinlegislation,provincialrequirements,programsandfundingagreements.
- Considerpracticaloptionsandpreparerecommendations,fortheCAOand/ortheBoardofDirectorstoconsider,regardingHousingServicesmatters.
- Successfullyimplementdecisionsandmonitorresultingprogramoutcomes,providingupdatesandadjustingasrequired.
- Participateinthedevelopmentofoperatingandcapitalbudgets,andworkcollaborativelywithFinanceonreporting,financialcontrolsandrecommendations.
- Maintaineffectiveworkingknowledgeoflegislation,regulations,provincialpolicies,directives,fundingrequirements,andHousingServicespolicies.
- Establishandmaintainproductiveworkingrelationshipswithprovincialministries,municipalities,communityhousingproviders,communityorganizations,contractors,andotherpartnersrelevanttoHousingServices.
- RepresentHousingServicesoncommitteesandcollaboratewithservicespartnerstosupporttheeffectivedeliveryofhousingandhomelessnessinitiatives.

Requirements&Qualifications;:

- Post-secondaryeducationinsocialorhumanservices,businessorpublicadministration,communitydevelopmentorarelateddiscipline.Housing-relatedaccreditation,certificatesordesignationspertainingtohousingadministrationormanagement,includingrelatedtraining,ishighlydesirable.
- Aminimumoffive(5)yearsofprogressivelyresponsibleandrelevantleadershipexperienceinprogramoroperationaladministrationrelatingtosocial/humanservices,propertymanagement/housingservices,orothercomparableexperienceinmanagingprogramdeliveryinanaccountableserviceenvironment.
