With formal decision authority over AI-enabled SDLC/PDLC, the role establishes, approves and enforces enterprise engineering standards, reference architectures, controls, tooling requirements and governance practices, approving exceptions or directing remediation to align with required standards, risk appetite and target-state architecture. It also owns the design, build, scaling, reliability,

Own the enterprise Quality Engineering tooling strategy, including test automation, quality orchestration, performance and non-functional testing capabilities, integrations with engineering workflows, platform reliability, adoption, tool rationalization, and measurable improvement in software quality and delivery efficiency.

Hold direct accountability for the enterprise investment portfolio supporting the capability, including annual planning, business cases, funding allocation, prioritization, vendor strategy, commercial commitments, benefits realization and corrective action.
Make enterprise trade-off decisions across cost, speed, quality, security, resilience and risk; resolve cross-portfolio conflicts and dependencies; and determine sequencing and resource allocation within the approved mandate and funding envelope.
Own realization of defined enterprise outcomes, including developer productivity, delivery speed, software quality, security, resilience, developer experience, platform reuse and reduction in legacy or fragmented tooling. Establish baselines, targets and executive scorecards and intervene when outcomes are off track.
Identify and remove structural barriers to modernization across technology portfolios, including legacy platforms, duplicated investments, fragmented tooling, inconsistent engineering practices and unclear ownership. Direct enterprise remediation plans and hold accountable owners to agreed milestones.
Serve as the senior enterprise authority and escalation point for AI engineering capability decisions, providing recommendations and challenge to CIO, Architecture, Cybersecurity, Risk and Control leaders on material technology, investment and risk decisions.
Lead a multidisciplinary organization and matrixed enterprise network spanning engineering, product, architecture, data, cybersecurity, risk, vendor and change capabilities
Build and sustain the leadership, technical talent and operating capacity required to deliver the mandate, with accountability for organization design, workforce strategy, succession, performance, capability development and vendor mix.
