Human Resources Manager

HSS is seeking a hands-on, experienced Human Resources Manager to strengthen and evolve its people practices across a multi-location organization. This is an opportunity for a practical, business-minded HR professional to lead the development and implementation of effective HR programs and processes, partner closely with operational leaders, and turn ideas into action. The successful candidate will establish consistent HR standards, strengthen leadership capabilities, and foster accountability while preserving the close-knit, entrepreneurial culture within the organization.

This role offers the opportunity to make a meaningful impact on the future of HSS, with direct access to leadership and the ability to shape sustainable HR practices in partnership with operational managers. You will lead and develop a team while balancing remote collaboration with regular site visits to build relationships and support the business.

This is a permanent full time opportunity based in Fredericton, NB (fully on-site).

WHEN YOU JOIN US, YOU WILL BE;

- Advise and guide managers on complaints, misconduct, investigations, performance concerns, and sensitive employment decisions; lead matters directly where appropriate and escalate significant decisions.
- Design a practical,



company-wide performance review and check-in process with clear expectations, documented follow-through, and improvement plans. Coach managers on difficult conversations and consistent progressive discipline.
- Lead recruiting workflows, including job postings, screening, interview structure, candidate coordination, offers, and onboarding; engage hiring managers at the appropriate selection stages.
- Build manager training, introduce a calibrated nine-box talent assessment process, and translate results into development plans, career pathways, and succession readiness.
- Partner with ownership and executives to promote consistent, company-wide standards while respecting local initiative. Establish channels for feedback on SOPs and policies, support adoption, monitor follow-through, and escalate persistent noncompliance.
- Research market practices and support compensation redesign, pay guidelines, and promotion processes in partnership with leadership, with executive leadership retaining final decision authority.
- Oversee established benefits, employee records, policies, and administrative processes.



Ensure compliance with applicable employment standards and privacy requirements across relevant jurisdictions without unnecessarily duplicating effective back-office processes.

OUR IDEAL CANDIDATE;

- 5+ years of progressive HR experience, with demonstrated accomplishments and impact valued over tenure alone.
- Broad, hands-on HR expertise across employee relations, recruitment, performance management, manager coaching, and organizational development.
- Strong judgment, discretion, and credibility with frontline managers, with the confidence to challenge ideas constructively and influence decision-making.
- Ability to balance consistent HR standards with flexibility in a decentralized, operations-driven environment.
- Experience supporting multi-location organizations is an asset, with exposure to change management, formal talent reviews, or nine-box programs considered advantageous.
- CPHR designation is a strong asset; experience in the construction or distribution industry is a bonus.
- Bilingual proficiency in English and French is highly preferred.
