Mandatory Technical Criteria (MT)
MT1:
Education and Subject Matter Experience
Must demonstrate compliance with one (1) of the following education and subject matter experience criteria:
OPTION 1:
University degree at the Bachelor level in Computer Science or Engineering/ Applied Science in one of the following disciplines: Systems Engineering, Software Engineering or Electrical Engineering;
AND
A minimum of one hundred and twenty (120) months of experience within the last two-hundred and forty
(240) months performing one or any combination of the following roles: Software Architect, Software Designer, or Software Developer.
OPTION 2:
University degree at the Bachelor level in Science Mathematics or Applied Science/ Engineering in a discipline other than listed in paragraph 1;
AND
A minimum of one-hundred and forty-four (144) months of experience within the last two-hundred and forty (240) months performing one or any combination of the following roles: Software Architect, Software Designer, or Software Developer
OPTION 3:

MT2
Experience in AI-driven solutions
A minimum of twenty-four (24) months of cumulative experience acquired, within the last sixty (60) months, in the design, development, implementation, or deployment of AI-driven solutions in a production or enterprise environment:
Within the experience claimed above, the proposed resource must demonstrate experience in each of the following areas:
1. Integrating and utilizing Large Language Models (LLMs);
2. integrating and validating Retrieval-Augmented Generation (RAG) solutions;
3. fine-tuning, adapting, and evaluating pre-trained Large Language Models (LLMs) for domain- specific or task-specific applications -- may include supervised fine-tuning, parameter-effective fine-tuning, model optimization, performance evaluation, and validation activities;
engineering (designing, testing, evaluating, and optimizing) prompts for Large Language Models (LLMs) to improve the accuracy, relevance, consistency, and performance of AI-driven solutions;
POINT RATED TECHNICAL CRITERIA (RT)
RT1
Experience in LLM Fundamentals
A minimum of twelve (12) months of demonstrated experience within the last sixty (60) months integrating and using LLMs into AI-driven solutions.
Additional points will be awarded for demonstrated experience with OpenAI technologies, including but not limited to GPT models, OpenAI APIs, and Azure OpenAI Service.
RT2
Experience in Retrieval-Augmented Generation (RAG) validation
A minimum of twelve (12) months of demonstrated experience within the last thirty-six (36) months, evaluating and validating Retrieval-Augmented Generation (RAG) solutions used with Large Language Models (LLMs).
The experience must include the use of evaluation methods to assess retrieval accuracy and the identification and mitigation of issues such as hallucinations, inaccurate responses, and irrelevant retrieval results.
RT3
Experience in Prompt Engineering
At bid closing, the Bidder’s proposed resource should have a minimum of twelve (12) months of demonstrated experience within the last sixty (60) months, designing, testing, and optimizing prompts to guide the behavior of LLMs.
RT4
Experience in Agentic Workflow
At bid closing, the Bidder’s proposed resource should have a minimum of twelve (12) months of demonstrated experience within the last sixty (60) months, in architecting, developing and monitoring a scalable, distributed LLM-Based Agents platform.
Additional points may be awarded for demonstrated experience creating, implementing, or using Model Context Protocol (MCP) servers.
