Procurement & Contracts Manager (Bilingual is an asset)

We are seeking a detail-oriented Procurement & Contracts Manager to support end-to-end sourcing and contract management activities within a complex, fast-paced public sector environment. Reporting to senior leadership, this role plays a key part in ensuring the efficient delivery of goods, services, and construction projects while maintaining compliance with applicable regulations and internal policies.

This is a 6 mon contract opportunity with an immediate start. Location : remote, within province of Ontario or in Sudbury, ON.

Bilingual in French and English is considered as a very strong asset.

Key Responsibilities : Lead and manage full-cycle procurement processes, including preparation of RFx documents (RFP, RFQ, RFT, etc.), evaluation, and award recommendations

Partner with internal stakeholders to understand business needs, develop sourcing strategies, and provide procurement guidance

Oversee procurement projects independently, ensuring timelines, budgets, and risk considerations are effectively managed

Draft and negotiate contracts, including reviewing terms, mitigating risks, and supporting contract administration activities

Coordinate vendor evaluations, supplier communications, and performance management, including issue resolution

Ensure compliance with public procurement frameworks, trade agreements, and organizational policies

Support audits, reporting, and continuous improvement initiatives, including process optimization and documentation

Qualifications : University degree in Business, Supply Chain, or a related field.

5-7+ years of experience in procurement,



sourcing, or supply chain within a complex or regulated workplace. Ownership of full procurement buying cycle of important projects - up to pre signoff level, is required.

Strong knowledge of public sector procurement practices and trade agreements (e.g., CFTA, CETA).

Professional designation (e.g., CPPB, CPPO, SCMAO, CSCMP, SCMP, or equivalent) is preferred.

Proven experience managing complex RFx processes and contract negotiations.

Excellent communication, stakeholder management, and analytical skills.

Highly organized with the ability to manage multiple priorities in a deadline-driven environment.

Bilingual in both French and English is considered as a very strong asset.
