Must Have:

- 8+ years of experience as a Business Analyst, preferably supporting large-scale government or public-sector initiatives.

- Experience engaging diverse ministry stakeholders and building productive relationships across organizational boundaries.

- Experience facilitating workshops, discovery sessions, interviews, working groups, and consensus-based discussions.

- Experience gathering requirements, mapping processes, identifying pain points, and assessing impacts, risks, dependencies, and readiness.

- Experience developing transition plans, implementation roadmaps, change strategies, stakeholder-impact assessments, and adoption measures.
