Project Description

In support of solution delivery transformation and the broader Target State Architecture strategy to shift to Enterprise Platforms the Enterprise Architect/Strategist will:

Must Haves

- Experience in capability based archiechture
- Prior OPS/Federal government experience
- Knowledge and experience in Application architecture, Technology Architecture, Artificial Intelligence (AI)

Description / Responsibilities / Skills

Enterprise Platforms and Solutions Roadmapping:

- Engage broadly across the OPS and other jurisdictions to understand the businesses involved in permitting and how they execute their work.
- Conduct current state assessments across the OPS portfolio of solutions.
- Evaluate feasibility of consolidation, make recommendations regarding future state and collaboratively develop roadmaps.
- Develop communication, change management and adoption plans.

Technology and Application Management Practice Improvement:

- Find efficiencies and approaches to improve data quality, collection and analysis
- Develop recommendations and implementation details to incorporate the lessons learned during Enterprise Platforms and Solutions Roadmapping.
- Develop and operationalize the collection of metrics
- Develop communication, change management and adoption plans.

Responsibilities

- Develops recommends, implements and manages IT Enterprise Architecture (EA) strategy and architect deliverables for the organization





Experience & Skill Set Requirements

Enterprise Architecture Frameworks and Tools (35%)

- Demonstrated experience in Enterprise Architecture, Application Portfolio Management and IT Governance
- Deep knowledge and understanding of multiple enterprise architecture frameworks/methodologies
- Experience in structured methodologies for the design, development and implementation of applications
- Demonstrated experience with multiple Enterprise Architecture tools that support:
- Architecture Modelling and Blueprinting
- Architecture Repository Management
- Portfolio Management
- Roadmapping and Planning
- Governance and Compliance
- Visualizations and Reporting
- Integration with other processes and tools
- Experience in the use of development tools, Computer Aided Software Engineering ( C A S E ) tools, information retrieval packages, and other software tools such as project management software and business re-engineering software

Application Portfolio Management (35%)

- Experience in measuring business and technical value of solutions including defining key data and processes for capturing key data
- Experience in value analysis for IT solutions, applications, platforms and infrastructure




- Experience in portfolio risk analysis, technical debt, vendor viability and direction analysis, market trends and skill availability
- Experience with application lifecycle management and cross dependencies with infrastructure lifecycle management, contract management and cloud as a service.

Enterprise Architecture Domains (10%)

- Experience in developing enterprise architecture deliverables (e.g. models) Awareness of emerging I⁢ trends and directions
- Experience leading shared platform design, documentation and configuration for medium or large corporate implementations
- Demonstrated experience and understanding of solutioning based on a composable and modular architecture approach and leveraging enterprise platforms

IT Strategy and Change Management (10%)

- Demonstrated Strategic thinking and development, aligns strategic objectives with technology and resources
- Experience providing direction on operationalizing business strategy including systems, processes and required data.
- Demonstrated Transformation thinking, and understanding of data interdependencies
- Experience developing IT strategy aligned with business vision

Communications (10%)

- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; presentation skills; interpersonal and negotiation skills
- A team player with a track record for meeting deadlines
- Experience in Stakeholder Engagement including presentations and briefing notes and conducting / facilitating meetings
