Job Summary

Elevate Tech Solutions is seeking a Senior MAP Application Developer for a prestigious contract with the City of Ottawa's Information Technology Services . The successful candidate will join the Application Management, Unit 2 team to support, maintain, and enhance the City's MAP application and its related technologies. This is an excellent opportunity for a seasoned developer with strong experience in PowerBuilder, Oracle PL/SQL , and GIS technologies such as Esri and FME.

Key Responsibilities

- Troubleshoot and resolve issues related to the MAP application and its integrated technologies.
- Analyze software limitations and design code/database solutions.
- Perform PL/SQL development (procedures, triggers, views).
- Modify and compile PowerBuilder code for deployment.
- Support MAP delivery on Windows and Azure Virtual Desktops.
- Create and update Crystal Reports.
- Develop and support integrations with Esri SDE geodatabases and other systems using tools like ArcGIS Web Services and FME.
- Contribute to system migrations from MAP to recent platforms.
- Collaborate using Azure DevOps (Boards, Repos, Pipelines).
- Document solutions and changes using Microsoft Office tools and SharePoint.
- Ensure IT security compliance in coordination with ITS-AMB and ITS Security.
- Provide knowledge transfer and documentation for City staff.

Required Skills and Experience





Project Experience:

- At least 5 years of experience with the MAP application including:
- MAP application framework and configuration.
- PowerBuilder 9 and Autodesk Vision* GML macro development.
- MAP and Vision* database schemas.
- Geo-referenced image and document management.

Technical Expertise:

- 5+ years advanced Oracle PL/SQL experience (v10+):
- Dynamic SQL, Materialized Views, Oracle Spatial 10g+, optimization.
- Oracle client setup on UNIX and Windows.
- Database & GIS integration experience :
- MAP's Reverse Datamart, Esri SDE/Oracle, ArcGIS Server/Web Services, FME, Python.
- Software development using VB.NET, C#, PowerShell.
- UNIX expertise :
- File systems, scripting (bash, csh, Perl, Python), cron, remote tools.
- Windows environment knowledge :
- Windows 10/Server 2012/2019, 64-bit registry, msiexec, Orca, PsExec, UAC, IIS 8, KiXtart, PowerShell.
- Experience with Azure DevOps :
- Git/VSTF source control, Kanban Boards, CI/CD pipelines.

Education & Certifications

- A University degree in Computer Science or a related discipline is required.

Nice-to-Have Qualifications

- Knowledge of Marval or other ITSM ticketing tools.
- Experience with Unix-based monitoring tools and custom deployment scripting.
- Familiarity with City of Ottawa development standards and practices.

Job Type: Fixed term contractContract length: 12 months
