PROJECT OVERVIEW

New Brunswick is moving from multiple standalone clinical systems to a single provincial Clinical Information Solution (CIS). To support this change, the Identity and Access Management (IAM) stream is focused on reviewing the current state, identifying gaps, and ensuring that all identity and access processes, technologies, and controls are ready for the provincial CIS.

This work includes assessing existing IAM capabilities, determining where improvements or new components are needed, and coordinating planned changes across partner organizations. Some work may be completed directly within the project, while other elements will require collaboration with various operational groups including SNB’s enterprise IAM teams.

DESCRIPTION OF SERVICES

We require a Senior Clinical IAM and Context Specialist to support the design, evaluation, and implementation of identity, authentication, and application integration capabilities for the provincial Clinical Information System (CIS) initiative.

The role will focus on ensuring that clinicians can securely and efficiently access the CIS and connected applications through a well-designed authentication, access, and integration architecture. This includes assessing current and future-state application access patterns, evaluating integration and modernization opportunities, supporting architectural decisions, and helping prepare clinical areas and operational teams for deployment and ongoing support.

The Senior Clinical IAM and Context Specialist will work closely with SNB enterprise architecture, IAM teams, CIS vendor teams, cybersecurity, clinical leaders, application owners, infrastructure teams, and operational support groups across Horizon and Vitalité. The resource will provide guidance throughout planning, implementation, deployment, and transition to operations, ensuring that identity and integration capabilities support clinical workflows while aligning with provincial standards and architectural direction.

The overarching objective of this role is to support a consistent, secure, and streamlined clinical access experience across the provincial CIS and integrated applications. This includes reducing repeated authentication, enabling effective access to clinical applications, supporting session continuity as clinicians move between workstations, and maintaining patient context across connected clinical systems where technically feasible.

Key responsibilities include:

- Architecture Assessment & Strategy: Assess identity integration, authentication, application modernization, and clinical access architectures to support the CIS and connected clinical systems. Develop architectural recommendations, identify technical dependencies and risks,

and ensure alignment with clinical workflow requirements and provincial standards.
- Authentication & Clinical Access Architecture: Evaluate and design authentication and access solutions, including single sign-on, federation, badge tap technologies, , remote access, shared workstation environments, session management, and clinician mobility.
- Clinical Workflow & Context Integration: Work with clinical stakeholders and application teams to assess and validate clinician access workflows, including contextual application launch, patient context synchronization, session roaming, and continuity of access across clinical care settings.
- Technical Solution Design & Proof of Concept: Develop and execute on detailed solution designs and participate directly in configuration, integration testing, troubleshooting, proofs of concept, and pilot activities to validate authentication, identity integration, and clinical application access approaches.
- Clinical Device Access Architecture: Collaborate with endpoint, infrastructure, and clinical technology teams to assess device usage models and define appropriate authentication, application access, session management, and clinical mobility requirements for each device category.
- Application Portfolio Assessment & Readiness: Assess clinical application authentication, identity integration, contextual launch capabilities, workflow dependencies, and modernization opportunities. Support application access and integration readiness activities aligned with CIS deployment priorities and schedules.
- Identity & Application Integration: Design and validate identity-related integrations between the CIS, connected clinical applications, IAM platforms, directory services, provisioning solutions, endpoint technologies, and related systems, working with appropriate application and technical teams. This includes assessing and addressing legacy authentication constraints, multi-domain identity requirements, LDAP integration, federation, and modern authentication protocols.
- Deployment Support & Issue Resolution: Provide technical guidance and hands-on support during CIS testing, pilot activities, and deployment waves. Investigate and resolve authentication, session management, identity integration, and clinical application access issues in collaboration with operational teams and vendors.
- Operational Readiness & Transition: Collaborate with operational teams to define support models, establish operational procedures, transfer architecture and integration documentation, and support the transition of clinical access and identity integration capabilities into sustainable operations.

The selected candidate will support the long-term sustainment of the Symbio Program by ensuring effective knowledge transfer and capability development among program personnel throughout the engagement. They will be expected to actively mentor and develop New Brunswick program personnel by sharing relevant skills and expertise in facilitation, processes, and documentation. This will enable program staff to independently apply the knowledge, practices, and expertise required to ensure continuity and support the ongoing success of the program.
