Job Summary
The Senior Portfolio & Program Manager, Operational Technology & Engineering is responsible for the integrated portfolio of Operational Technology & Engineering (OT&E;) initiatives across controls, central monitoring, OT infrastructure, cybersecurity, data, and automation, ensuring programs are sequenced, governed, funded, and transitioned to operations as one connected roadmap rather than as separate projects.
This role combines disciplined portfolio and program management with proven, hands-on expertise in industrial controls and operational technology, including how controls systems integrate across critical facilities. It does not replace technical owners: engineering owns design, architecture, and engineering acceptance, while this role owns portfolio governance, integration, and transition to operations, and recommends sequencing, funding, and prioritization decisions to leadership. This position collaborates with engineering, operations, cybersecurity, IT, network, architecture, finance, procurement, vendors, system integrators,
and regional teams across Global Operations Excellence to deliver key initiatives such as GMCC and central SCADA, and to strengthen the reliability, security, and supportability of Equinix’s critical facilities.
Responsibilities
Maintain a single, current view of all OT&E; initiatives, including scope, funding, dependencies, risk, and expected value
Run intake, scoring, and prioritization of new work against strategy, architectural standards, and capacity
Lead quarterly and annual planning, roadmap development, and investment cases, partnering with Finance on forecasting and variance reporting
Lead multi-team programs end to end, including integrated plans, critical paths, and phased global rollouts to site teams
Define and enforce stage gates and readiness criteria (design, security review, pilot, production)
Ensure programs conform to approved architecture and engineering standards, working closely with architecture and review boards
Run program governance, including steering committees, status cadences, RAID logs, and decision records
Creates clarity from complexity by turning strategy, competing priorities, and incomplete information into an executable roadmap
Balances pace, cost, technical quality, cybersecurity, and long-term supportability in program decisions
Translate technical detail into executive-ready narratives, dashboards, and decision requests
Manage vendor and integrator engagements, including SOWs, deliverables, and performance
Track benefits realization and report whether delivered programs achieved their intended outcomes.
Qualifications
Typically, 10+ years in program or portfolio management, including 5+ years leading complex technical programs
Bachelor’s degree in engineering, technology, or a related field is desired.
Nice to Have: PMP or PMI certification, P.Eng., Lean, or Agile certification; ITIL Foundation or ServiceNow experience
Experience managing concurrent programs with shared dependencies and constrained resources
Proven, hands-on expertise in industrial controls and operational technology within data centre or critical facilities environments
Brings solid controls and OT expertise to engage engineers as a credible peer, challenge plans, and recognize material technical dependencies, while respecting engineering as the technical authority
Technical knowledge of Building Management Systems (BMS), power monitoring, SCADA, telemetry, and OT/IT network segmentation, including how these systems integrate, sufficient to challenge estimates and technical plans and spot risk
Robust financial acumen, including budget ownership and business case development
Proven ability to influence senior leaders and drive decisions without direct authority
Experience with both stage-gate and agile delivery approaches
Excellent facilitation, negotiation, written communication, and executive presentation skills, able to influence in a global, matrixed environment without direct authority
