Lead finance, workforce planning, and business services for the City of Toronto’s Customer Experience Division in a hybrid Metro Hall setting. The Manager, Finance & Business Services oversees financial, human resources, business, and administrative services. This full time permanent position manages operating and capital budgets, labour relations, procurement, contracts, and performance analysis. The role supports senior management, corporate partners, and divisional initiatives.

Key Responsibilities

Develop divisional plans and recommend program-specific policies Coordinate annual budgets and control approved expenditures Monitor financial activities, reconciliations, purchasing, and compliance Manage staffing, payroll, labour relations, and workforce planning Lead contracts, service agreements,



and business support operations

Requirements:

Post-secondary education in finance, accounting, business administration, or related discipline Extensive financial management experience in complex organizations Experience managing human resources and labour relations functions Experience leading teams and multidisciplinary project teams Knowledge of municipal legislation, procurement, and public sector governance Bring strategic financial leadership, workforce expertise, and business services management to Toronto’s customer-focused public sector environment.
