Right Traffic

Halifax Regional Municipality

The Payroll Manager runs payroll processing day to day for an assigned group of Right Traffic entities and supervises the payroll specialists who support them. You report to the Director of Financial Reporting and are the person who makes sure every pay cycle in your group goes out accurate and on time, every time.

Right Traffic (SiTE 20/20) is a private equity backed traffic control and infrastructure services platform with more than 35 subsidiaries across the US and Canada, and we add new ones through acquisition.

Key Responsibilities

Processing

Process weekly, bi-weekly and semi-monthly payroll in ADP for your assigned entities, including hourly field crews, salaried staff and union employees where applicable.

Review and approve timekeeping data before each run, chase missing approvals, and resolve exceptions with site managers.

Handle new hires, terminations, pay changes, retro pay, garnishments, bonuses and off-cycle runs.

Complete the pre-transmission audit on every run and sign off before funds move.

Protect the security and confidentiality of payroll data: access controls, secure file handling and need-to-know sharing.

Compliance and reporting

Apply federal, state and provincial wage and hour rules correctly, including overtime, statutory holidays and final pay requirements.

Track changes in payroll tax and employment law and update procedures for your entities before they take effect.

Prepare certified payroll and prevailing wage reports for public works and DOT jobs in your group.

Support year-end filings (W-2, T4, ROE) and respond to audit, workers' compensation and benefit plan requests.

Answer employee pay questions within one business day and resolve errors on the next available run.

Systems and integration

Act as the day-to-day ADP contact for your entities: log and escalate issues, and test upgrades and configuration changes before they go live.

Recommend process and system improvements that cut manual steps,

improve accuracy and tighten data flow between payroll, timekeeping, HR and accounting.

Work closely with the project management team to load employee data, pay rules and year-to-date balances for acquired companies during ADP conversions.

Run parallel payrolls and document discrepancies until the first live cycle is signed off.

Working across the business

Work with HR on benefit deductions, rate changes, and onboarding and offboarding so every change hits the right pay cycle.

Pull payroll data for Legal and HR on audits, DOL inquiries, lawsuits and unemployment claims.

Work closely with the Payroll Compliance Manager to continuously improve processes and ensure processes are being maintained and executed accurately.

Provide payroll documentation to the claims team for workers' compensation claims and audits.

Work closely with the finance team to resolve payroll descrepencies as it relates to month end financial reporting.

Team

Supervise 4 to 6 payroll specialists: assign entities, set deadlines, review work and develop skills.

Qualifications required

Associate or bachelor's degree in accounting, finance, business administration or a related field, or equivalent payroll experience.

5+ years processing payroll, with at least 2 years supervising a payroll team.

Multi-state US payroll experience. Canadian payroll experience (CPP/EI, provincial tax, ROEs) is required if assigned Canadian entities, otherwise strongly preferred. Experience with hourly, field-based workforces and the timekeeping issues that come with them.
