Job Summary:

The Senior Data Analytical Specialist/Scientist leads the development and delivery of advanced analytics and data-driven insights to support evidence-based decision-making within functional and ministry-specific contexts. This role involves designing and implementing statistical models, machine learning algorithms, and business intelligence solutions by collaborating closely with stakeholders and technical teams to transform complex data into actionable information.

Responsibilities:

- Lead development and delivery of analytics to support decision-making and produce actionable insights.
- Collaborate with client groups to assess current analytics capabilities and identify improvement opportunities.
- Facilitate decision-making processes and manage client expectations effectively.
- Oversee end-to-end execution of analytics initiatives including reporting and dataset delivery.
- Develop robust statistical models and machine learning algorithms for business scenario analysis.
- Document, test, and provide end user training on analytics solutions.
- Work with Data Architects, ETL Developers, and stakeholders to develop Business Intelligence solutions.
- Design data capture, transformation, and processing methods for model generation.
- Build accurate, unbiased, and easy-to-understand data models.
- Communicate complex quantitative analyses clearly using visuals and summaries.
- Provide expert interpretation, advice, and guidance to support proactive insights and decision-making.

Required Skills:
- Proficiency in coding, data manipulation, and SQL for large relational databases.
- Experience sourcing, cleaning, transforming, and structuring unstructured datasets.
- 5+ years of experience with cloud environments such as Azure and AWS.
- 5+ years of experience with big data frameworks.
- Experience training, testing, and deploying predictive algorithms, classification models, and deep learning frameworks (e.g., TensorFlow, PyTorch).
- Experience with custom Web API development, ASP.NET, .Net Core, Entity Framework,



Azure SQL, DevOps, and CI/CD pipelines.
- Proficiency with all cloud service models: SaaS, PaaS, and IaaS.
- Familiarity with Agile methodologies and tools such as Kanban/task boards.

Desired Skills:
- Experience with analytical software such as R, Matlab, SPSS, SAS, or PowerPivot.
- Proficiency with desktop analysis tools including Microsoft Excel, Access, and VBA.
- Strong investigative, logical reasoning, and problem-solving skills.
- Broad understanding of data management, financial/business analysis, database architecture, and information visualization.
- Ability to communicate technical concepts to non-technical audiences effectively.
- Experience with natural language processing and other advanced analytical techniques.
- Functional area experience relevant to the client's industry or sector.
