Senior IT Business Analyst
- Technology Sourcing Consultant with 10+ years of experience in IT procurement, requirements gathering, and RFx development in complex enterprise environments. Our client is seeking aSenior IT Business Analyst – Technology Sourcing Consultant with 10+ years of experience in IT procurement, requirements gathering, and RFx development in complex enterprise environments . The consultant will work with IT leadership, architects, infrastructure and security teams, and Supply Chain Management (SCM) to translate business and technical requirements into procurement-ready RFx documentation. Initial priorities include developing vendor prequalification documents across IT service categories and supporting an E-Sourcing System Request for Supplier Qualifications (RFSQ) pilot. Contract: 6–8 months, with potential extension Hybrid 2-3 days/week onsite Must Haves
- 10+ years of IT experience, including extensive IT procurement and technology sourcing experience in complex enterprise or institutional environments.
- Hands-on experience RFx development experience, including scopes of work, supplier qualification criteria, evaluation criteria, scoring matrices, and award recommendations.
- Requirements gatheringexperience across multiple IT service domains, including infrastructure, software, and IT services.
- Proven experience translating business, technical, security, architecture, integration, and operational requirements into RFx documentation.
- Project coordination experience supporting cross-functional IT sourcing initiatives.
- Ability to engage directly with technical stakeholders, including architects, infrastructure managers, and security teams. Nice to Have
- Experience within public-sector procurement environments
- Exposure to Canadian trade agreements including CFTA, NWPTA, or CETA




- Experience with RFSQ processes, e-sourcing initiatives, or supplier prequalification.
- Lean, process improvement, or business process optimization experience.
- Experience supporting E-Sourcing System RFSQ initiatives Responsibilities
- Develop the IT Vendor Management and Service Delivery Strategy with IT and SCM stakeholders.
- Coordinate IT sourcing initiatives and prioritize service categories for vendor qualification.
- Develop and execute RFx documents, including scopes of work, technical requirements, evaluation criteria, scoring matrices, and award-route recommendations.
- Support the E-Sourcing System RFSQ pilot by translating IT requirements into RFSQ-ready content and adapting existing RFx templates.
- Support supplier qualification, technical due diligence, demonstrations, and security/privacy reviews.
- Identify process improvements and align sourcing strategies with IT leadership, SCM, Finance, Legal, and Digital Transformation stakeholders.
