The incumbent has working knowledge and understanding of procurement concepts, principles and practices, and the techniques of ensuring task completion. The incumbent understands the role of procurement and its integration with other project functions, accomplishes value-added expectations, and performs assignments in accordance with established policies and procedures.Duties and ResponsibilitiesSubcontracting assignments typically will consist of skilled or technical services, and major construction services, or may be assigned as the lead for all subcontracting on a small projectUtilize established policies, procedures, systems, and toolsAdvises to stakeholders how to create requisitions and helps them in understanding the overall Procurement processAdministers Procurement Agreements and change orders (modifications)Reviews invoices related with subcontracts and ensures that invoices are approved in accordance with terms and conditions agreed within the agreementEvaluates facts surrounding purchase subcontract-related problem areas and applies remedies to resolve itMaintains subcontracting documentation in a repositoryIdentify and advise management of subcontract-related risksPrepare bidder lists, qualify bidders, prepare requests for quotation/proposal, and conduct bid evaluationsRecommend source selections, lead purchase order negotiationsEnsure applicable prime contract flow-downs are identified, addressed, and included in assigned subcontractsAssist in the preparation of proposal deliverables, including pricing of subcontracted services, execution approach narratives, and labor hour estimates for subcontractingCoordinates with project or departmental personnel in performance of the subcontracting activitiesHere's what you'll needBachelors DegreeAt least 2 years applicable experienceWe value collaboration and believe that in-person interactions are crucial for both our culture and client delivery.
