Health & Safety Manager – Tunnel & SEM
An experienced Health and Safety Manager is required to support the safe delivery of major tunnelling and sprayed concrete lining (SEM) works. This is a key site-based role, providing professional advice, assurance and leadership across complex construction activities, while promoting a strong and proactive safety culture among project teams, contractors and supply chain partners. Key responsibilities
Lead the implementation, monitoring and continual improvement of health and safety arrangements for tunnel and SEM operations. Provide competent advice to project leadership, engineers, supervisors and delivery teams on legislative, contractual and industry requirements. Develop, review and communicate risk assessments, method statements, emergency plans and safe systems of work. Monitor tunnelling activities, including excavation, ground support, ventilation, access and egress, lifting operations, plant movements and confined-space work. Support the management of SEM processes, including sprayed concrete application, reinforcement, temporary works and associated material handling. Carry out inspections, audits and behavioural safety engagements, ensuring that findings are recorded, investigated and closed out effectively.
Lead or support incident investigations, identify root causes and implement corrective and preventative actions. Deliver briefings, inductions, toolbox talks and targeted training to build workforce competence and awareness. Maintain accurate health and safety records and contribute to performance reporting, assurance reviews and improvement initiatives. About you
You will hold a recognised health and safety qualification, such as NEBOSH Diploma or equivalent, and be professionally accredited or working towards accreditation with IOSH or a similar body. You should have substantial experience in a construction, civil engineering or tunnelling setting, with practical knowledge of SEM, underground works, temporary works and high-risk activities. Strong communication and influencing skills are essential, together with the confidence to challenge unsafe practices and work collaboratively at all levels. Experience of emergency planning, contractor management, regulatory inspections and incident investigation will be highly valued. The role requires a hands‑on approach, sound judgement and a commitment to achieving consistently high standards of health, safety and wellbeing.
