Job Summary
The Human Resources & Health and Safety Manager is a dual-mandate leadership role responsible for the strategic and day-to-day management of human resources and occupational health and safety programs across Company, both based in Eastern Ontario. Reporting to the Director of Operations and working closely with ownership, this position leads the HR and safety function for a combined workforce spanning administrative, technical, and skilled trades roles across a mechanical design, fabrication and machining services operation and a commercial and residential construction business.
This role owns recruitment, employee benefits administration, and employee relations; leads ongoing revisions to the Employee Handbook and Health & Safety Manual; and ensures training and certification compliance with provincial, federal, and client requirements. The Manager acts as management co-chair of the Joint Health and Safety Committee(s), drives continuous improvement in safety performance, and serves as the primary point of contact for WSIB, the Ministry of Labour, Immigration, Training and Skills Development (MLITSD), insurers, and other external agencies for both companies.
This is a relationship-first role: the ideal candidate builds genuine trust and rapport with employees at every level, and brings that same fairness and consistency to coaching, corrective action, and progressive discipline when required.
Key Responsibilities
Human Resources
- Lead full-cycle recruitment for both companies, including workforce planning, postings, sourcing, screening, interviewing, offer preparation, and recent-hire onboarding - with particular focus on hard-to-fill technical and skilled trades roles.
- Build genuine, trusted relationships with employees across both companies, serving as an approachable, visible resource for questions, concerns, and feedback.
- Manage coaching, performance management, progressive discipline, workplace investigations (including harassment and discrimination complaints under the OHSA and Human Rights Code), and conflict resolution when required, ensuring practices are fair, consistent, well-documented, and legally defensible.
- Administer employee benefits programs (group health/dental/life insurance, RRSP/DPSP, and other benefits as applicable) for both companies, including enrollments, changes, renewals, carrier/broker relationships, and day-to-day employee inquiries.
- Own and lead regular revisions to the Employee Handbook and the Health & Safety Manual for Company and DCS, ensuring both stay current, practical, and aligned with the ESA, Human Rights Code, AODA, OHSA, and evolving legislation (e.g., Working for Workers Acts).
- Develop and maintain job descriptions for all positions across both companies, keeping them current as roles and responsibilities evolve.
- Track and report on workforce metrics (headcount, turnover, absenteeism, late arrivals, overtime trends) and provide monthly HR reporting to ownership.
- Support workforce planning and succession/organizational development as the company grows, including apprenticeship, co-op, and local bursary/community programs.
- Administer apprenticeship program registrations, hours tracking, and reporting requirements with Skilled Trades Ontario and the Ministry of Labour, Immigration, Training and Skills Development (MLITSD).
Health, Safety & Environmental (HS&E;)
- Own the health and safety management system for both companies: policies, programs, hazard assessments, safe work procedures, and emergency response plans.
- Act as management co-chair of the Joint Health and Safety Committee(s) (JHSC), ensure certified membership requirements are met, and drive monthly workplace inspections, hazard correction, and formal response to committee recommendations within legislated timelines.
- Lead incident and near-miss investigations, root-cause analysis, and corrective action tracking; maintain accurate injury/illness statistics (lost-time and medical-aid frequency, severity) and report trends to leadership.
- Manage WSIB claims and disability/return-to-work case management, including modified work programs, to minimize claim costs and support timely, safe return to work.
- Own the corporate training matrix and ensure all employee training and certifications remain current and meet provincial, federal, and client-specific requirements: WHMIS, forklift, powered elevated work platform (PEWP/aerial lift), overhead crane, confined space, lockout/tagout, defensive driving, TDG, and site-specific orientation.
- Administer contractor and customer safety pre-qualification requirements (e.g., ISNetworld, Avetta/3M and similar systems) and coordinate related audits, ensuring client-mandated training and documentation requirements are met.
- Ensure sub-contractors engaged by Company and Company comply with applicable safety requirements and hold the required training and documentation before starting work.
- Lead internal safety audits (e.g., CARS-style audits),
guarding and facilities safety reviews, and toolbox talk programs across the shop(s) and jobsite locations.
- Maintain compliance with WHMIS/GHS and TSSA-regulated equipment requirements.
- Act as the Controlled Goods Program (CGP) Designated Official, administering registration renewals, security assessments, and background checks required for controlled goods compliance.
- Champion a positive safety culture, including recognition programs, substance-use awareness initiatives, and mental health/wellness supports.
Compliance, Reporting & Administration
- Ensure both companies remain current on evolving Ontario employment and OHS legislation - including the Construction Regulations (O. Reg. 213/91) applicable to Company construction operations - translating changes into practical policy and process updates.
- Maintain accurate, audit-ready HR and safety records (personnel files, training records, incident files, JHSC minutes) in compliance with privacy and retention requirements.
- Prepare and present regular HR and safety scorecards/status reports to ownership and operations leadership.
- Liaise with external partners including WSIB, MLITSD, benefits providers, recruiters, legal counsel, and training vendors.
Cross-Company & Site Support
- Provide consistent HR and safety leadership and presence across the Company (Brockville) and Company (Prescott) locations and jobsites, adapting programs to each entity’s operating context (shop/manufacturing vs. construction).
- Partner with the Company Director of Operations, Operations Manager, Director of Corporate Services, and foremen/team leads, and with the Company Operations Manager and site superintendents, to ensure HR and safety priorities are embedded in daily operations.
- Support integration and standardization of HR and safety practices as the two companies continue to align following their recent partnership.
Qualifications & Experience
Education & Certification
- Post-secondary diploma or degree in Human Resources, Occupational Health & Safety, Business Administration, or a related field; equivalent combination of education and experience will be considered.
- CHRP/CHRL (Certified Human Resources Professional/Leader) designation, or actively working toward, considered a strong asset.
- CRSP (Canadian Registered Safety Professional), NCSO (National Construction Safety Officer), or CHSC designation, or willingness to obtain, considered a strong asset given the mixed manufacturing/construction environment.

- Standard First Aid, CPR, and AED certification, or willingness to obtain, considered an asset.
- Valid Ontario G driver’s licence, with reliable transportation for regular travel between Brockville and Prescott and occasional jobsite visits.
Experience
- Minimum 5-7 years of progressive experience in human resources and occupational health & safety, ideally in a manufacturing, industrial, metal fabrication, or construction/skilled trades setting.
- Demonstrated experience managing WSIB claims, return-to-work/disability case management, and JHSC programs in Ontario.
- Experience supporting a blue-collar and trades workforce, including recruitment for hard-to-fill technical and trades roles.
- Working knowledge of the Ontario OHSA and regulations (including the Construction Regulations, O. Reg. 213/91), ESA, Human Rights Code, AODA, WHMIS/GHS, and TSSA requirements.
- Experience supporting more than one business unit, location, or legal entity is an asset.
Skills & Attributes
- Strong relationship-building skills, with the ability to earn trust and rapport with employees at every level, along with the credibility and confidence to manage coaching and corrective action fairly and consistently when needed.

- Clear, confident written and verbal communication, including delivering training and presenting metrics to ownership.

- Familiarity with CRA-administered payroll and benefits-related tax policies (e.g., taxable benefits, RRSP/DPSP contribution limits).

- Employees view the HR & HS function as approachable, fair, and trustworthy, reflected in proactive engagement with safety and training programs and a willingness to raise concerns or ideas.
