Position Summary
APEX is seeking an experienced, self-directed Health, Safety & Compliance Manager to lead APEX’s Corporate Health and Safety function and serve as the organization's primary internal H&S; subject-matter expert. APEX has an established safety program, supported by existing policies, procedures, field practices, incident-management processes, training systems, and safety documentation. A third-party COR readiness and gap assessment has been completed; the company is now moving into implementation.
The initial mandate is to implement identified improvements and lead APEX through COR accreditation and ISO 45001 certification. The successful candidate will be instrumental in continuing our build on our safety-first culture to strengthen our next growth phase. Following certification, the Manager will own the Safety Management System, audit program, certification maintenance, regulatory compliance framework, and continuous improvement processes.
Reporting directly to Senior Management, this is both a hands-on safety professional and a strategic safety champion — working across office, field, and international operations with Project Leaders, employees, clients, contractors, regulators, and external auditors.
This role is well suited to a candidate who has direct, hands-on experience achieving ISO 45001 and COR certification in a previous organization, and who is ready to step into a leadership position where their work will have lasting, visible impact.
Key Responsibilities
Health & Safety Leadership
- Provide overall leadership and ownership of APEX's Health and Safety function.
- Advise Senior Management, Project Leaders, supervisors, and employees on health and safety requirements and risk-management priorities.
- Establish transparent corporate H&S; expectations and support consistent application across office, field, and project environments.
- Promote a strong safety culture focused on accountability, prevention, learning, and continuous improvement.
- Provide Senior Management with regular reporting, on safety performance, emerging risks, audit findings, and recommended actions.
COR & ISO 45001 Certification & Safety Management System
- Lead the start-to-end implementation of a corporate Safety Management System (SMS) designed to achieve and maintain ISO 45001 certification and COR accreditation.
- Identify and close gaps between current company practices and the requirements of ISO 45001, COR, and applicable provincial OHS legislation (Alberta OHS Act; BC Workers Compensation Act).
- Review, revise and formalize existing policies, procedures, safe work practices, SOPs, hazard assessments, FLHAs, and supporting records where required to meet certification standards.
- Coordinate certification milestones, internal and external audits, management reviews, and corrective actions through completion.
- Maintain appropriate internal-auditor competency and support ongoing surveillance and recertification activities.
- Serve as the long-term owner of APEX's Safety Management System following certification, including document control, change management, surveillance audits, and recertification activities.
- Ensure safety documentation remains practical, current, accessible, and aligned with APEX operations.
- Serve as the long-term owner and administrator of APEX's Safety Management System.
Regulatory Compliance, Incidents & Claims
- Maintain current working knowledge of applicable Alberta and British Columbia OHS legislation and support compliance requirements in other jurisdictions where APEX operates.

- Oversee incident reporting, investigations, regulatory notifications, corrective actions,
and record keeping; lead or support investigations of significant incidents and near misses.
- Oversee WCB Alberta and WorkSafeBC claims administration, including timely reporting, case management, modified-duty planning, and return-to-work coordination.
- Monitor incident, injury, and claim trends and ensure systemic lessons are incorporated into procedures, training, and preventive actions.
- Liaise with regulators, clients, external auditors, Prime Contractors, and third-party safety representatives as required
Field & Project Safety
- Maintain and improve field-specific safety plans, Emergency Response Plans, and related requirements for remote exploration environments.
- Conduct periodic field visits and site inspections to verify compliance with APEX safety systems and provide practical support to project teams.
- Support Project Leaders in identifying and managing project-specific hazards, safety requirements, and safe mobilization planning.
- Coordinate with client safety representatives and Prime Contractors where APEX personnel operate under third-party safety systems.
- Advise Project Leaders and geologists on H&S; requirements when initiating work in new Canadian or international jurisdictions.
Training, Reporting & Continuous Improvement
- Maintain and improve APEX's H&S; orientation, training, competency, and certification-record framework for office and field personnel.
- Identify training requirements based on legislation, certification standards, project needs, incidents, and audit findings and coordinate appropriate training and awareness initiatives.
- Develop and monitor meaningful leading and lagging safety KPIs and use performance trends to guide continuous-improvement priorities.
- Evaluate and support practical digital tools and systems that improve safety administration, reporting, audit readiness, and accessibility of H&S; information.
Qualifications Required
- Recognized OHS certification or professional designation applicable to Alberta and British Columbia — such as the National Construction Safety Officer (NCSO), Canadian Registered Safety Professional (CRSP), Canadian Registered Safety Technician (CRST), or equivalent recognized designation.
