Supervisor - Recreation Programs and Services Posting Scope: Internal (Open to current City of Victoria employees only) Posted Date: October 22, 2026 Parks & Recreation Monday to Friday ( 35 hour work week) – Continuous (Full-Time) Salary: $56.46 per hour, Pay Grade 16 Employee Group: This is a CUPE Local 50 position WORK FROM HOME The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction. Perform functions related to the development, facilitation and implementation of recreation programs and projects.

Coordinate, assign and review the work of recreation staff (up to 9 FTE) involved in the coordination and delivery of recreation programs and services; ensure schedules, procedures and established performance standards are met; provide employee training and make recommendations on employee performance appraisals. Assist representatives of sports, , community/seniors centres and other community organizations to assess needs, provide guidance and support in areas such as partnership development, fundraising and effective leadership regarding the development, implementation and evaluation of recreation services; Respond to inquiries and provide advice to staff, the public and outside agencies relating to specialized service areas such as fitness, aquatics, sport development, resource development, facility development, seniors, children, youth or adults; facilitate community involvement in planning for future programs and services; draft communications and issues management plans from templates. Represent the department and participate on various community and City committees; draft policy,



contracts and statistics related to community recreation services.

Ensure that facility operations such as recreation centres, parks and community/senior centres operate in a safe and effective manner; draft and monitor operating agreements, contribution agreements, licences and leases for facility use, programs and services. Assist in preparing and monitoring budgets; Policy development, new initiatives and controversial issues are discussed with supervisor with recommendations. Focus on a variety of source data and computer for short periods. (Office and community program sites.

Understand and apply the principles of recreation service delivery and community and program development. Working level operation of current City word processing, spreadsheet and related specialty software. Research and analyze needs and conduct training sessions and workshops.

Facilitate public consultation meetings and workshops. Deal effectively with the public and outside agencies. FORMAL EDUCATION, TRAINING AND OCCUPATIONAL CERTIFICATION: University undergraduate degree in Recreation Administration or a discipline related to community recreation administration or leisure services. (Current and valid Class 5 BC Drivers Licence.
