Job Description

Responsibilities:
- Provides project management on large scale, complex, highprofile and high-risk projects for OPS I⁢ initiatives.
- Ensures project deliverables meet clients’ businessrequirements on time, scope and budget, with a focus on cost-effectiveness,efficiencies and compliance with OPS project management methodologies andframeworks.
- Provides project management to 2 concurrent projects to becompleted and deployed in parallel of a large scale, complex, high profile andhigh risk projects for OPS I⁢ initiatives.
- Ensures project deliverables meet clients’ businessrequirements on time, scope and budget, with a focus on cost-effectiveness,efficiencies and compliance with OPS project management methodologies andframeworks. General

Skills:
- Leads organizational development, strategy development,business planning, and Ministry funding requests.
- Gathers and develops requirements in order to create andmaintain a detailed project schedule and/or integrated plan.
- Ability to monitor and forecast project costs and providereporting and input to ensure targets are met
- Experience developing and managing project schedules,deliverables, and scope
- Ability to promote I⁢ project management bestpractices and adherence to standard methodologies
- Demonstrated experience directing project teams to ensureproject deliverables are delivered on time and adhere to government andministry standards
- Extensive experience coordinating and monitoring projectprocesses, and developing/communicating guidelines and procedures
- Sources,



selects and on-boards team members in variousdisciplines, clarify roles and responsibilities and settask/deliverable/performance expectations for resources that are both OPSunionized employees as well as fee for service (FFS) consultants.
- Resolves resourcing and inter-personal conflicts, negotiateschanges to resourcing, ensures knowledge is shared among team members such asproject objectives and deliverables are met.
- Develops complex project budgets based on multiple fundingchannels and cross ministry dependencies.
- Effectively manages large project budgets and ensures a highlevel of fiscal control and accountability including estimates, forecasts andreconciliation/confirmation of actuals.
- Proactively identifies potential risk events and issuesbefore they occur so that proper mitigating strategies can be developed.
- Articulates and prioritizes issues and risks at seniorexecutive levels and recommends mitigation strategies for decision makers.
- Establishes and participates in steering committee andstakeholder forums.
- Provides, project, program, and/or portfolio reporting tomulti-stakeholders at senior executive levels.
- Uses appropriate strategies and actions to overcomeresistance to change and capitalize on forces in support of change during allstages of projects

- Promotes OPS I⁢ standards and best practices forproject management to facilitate control of system quality,

- Must have strong communication skillset as the position willdeal with executives.

- Extensive proven experience gathering, developing anddocumenting business requirements and developing Business Cases.
- Proven skills to demonstrate in a Business Case:justification for undertaking a project, program or portfolio, describe visionof the future, demonstrate the value and perks the project brings to thebusiness, evaluate of the benefit, cost and risk of alternative options andprovide a rationale for the preferred solution.
- Experience writing Business Cases using OPS methodology andtemplates is preferred.
- Extensive experience presenting the Business Case at variousexecutive committees and obtaining its approvals.
- Extensive experience mapping business requirements to a newsystem. functionality, developing and executing test cases, tracking andmonitoring application defects.
- Motivated and envelope pushing individual who can meet andexceed tight timelines.
- Ability to identify risks and gaps and provide solutions onhow to mitigate those gaps.
- Experience leading organizational development, strategydevelopment, business planning, and Ministry funding requests.
