About the Role
Our Public Sector client is building a modern online Registration system to support the administration of the new Species Conservation Act (SCA), 2025. We're looking for an experienced Business Analyst to join the Species at Risk Branch (SARB) and help shape a platform used by both external applicants and internal ministry staff.
You'll work across a tech stack that includes Microsoft Dynamics CRM, MuleSoft middleware, and a Java/React public portal — playing a central role in translating business needs into working software.
What You'll Do
- Gather, analyze, and document business, system, and data requirements for Registration and Permit workflows
- Write user stories, use cases, and acceptance criteria
- Develop Figma prototypes and wireframes
- Brief requirements to the development team and support sprint planning
- Lead QA testing and coordinate User Acceptance Testing (UAT) with Ministry stakeholders
- Facilitate requirements workshops, JAD sessions, and stakeholder interviews
- Maintain and groom the product backlog on an ongoing basis
- Create Visio process diagrams and swim lane diagrams to document workflows
- Liaise between business users, IT teams, and external vendors
What We're Looking For
Must Have:
- Proven experience gathering, analyzing,
and documenting business and system requirements
- Strong Visio/swim lane diagramming skills
- Ability to define use cases, user stories, and acceptance criteria
- Experience with database analysis and SQL
- Solid stakeholder facilitation skills (workshops, JAD sessions, interviews)
- Hands-on experience with JIRA, Confluence, or Azure DevOps
- Familiarity with Agile (Scrum/Kanban) and Waterfall methodologies
Nice to Have:
- Prior experience in the Ontario Public Sector (OPS) or other government environments
- Knowledge of OPS governance frameworks (Stage Gate, ITIL, security policies)
- Experience with Power BI, Figma, Lucidchart, or MIRO
- Familiarity with CRM or ERP solutions (Microsoft Dynamics an asset)
Work Location
This is a fully on-site role. The successful candidate will work Monday to Friday, 8:00 AM – 5:00 PM (excluding lunch), at an OPS office location in Toronto.
Why Join Us
- Contribute to meaningful environmental legislation affecting species conservation across Ontario
- Work on a greenfield digital transformation initiative
- Collaborate with a cross-functional team of developers, designers, and ministry stakeholders
