Overview

Silver Creek Software Ltd. is an Alberta-based consulting firm specializing in data management, analytics, application development, automation, and modern workplace solutions. We partner with public sector and enterprise clients to deliver complex, high-impact technology solutions. Our team is known for its professionalism, technical depth, and commitment to excellence.

We maintain a high standard of hiring and are proud to work alongside driven, capable professionals who consistently go above and beyond for our clients.

We are seeking an experienced Senior Business Analyst with team lead experience to drive business and systems analysis across multiple operational and technology initiatives. This position requires a strong foundation in traditional business analysis combined with practical project management, vendor management, and hands-on database administration skills.

The successful candidate will be comfortable leading stakeholders, coordinating work across initiatives, and producing clear requirements, process documentation, and delivery plans. Working closely with business, IT, cybersecurity, privacy, and vendor teams, they will help establish a practical framework for data governance and vendor risk management, including permitted data use, Canadian data residency, and vendor accountability. Candidates should have the technical depth and initiative to assess application and database needs, validate solutions, and develop the review cadences, control enforcement roadmap, and operational documentation needed for long-term sustainment.

Key Responsibilities

- Lead business and systems analysis. Facilitate discovery workshops; assess current and future states; document business rules, process maps, functional and non-functional requirements, user stories and acceptance criteria; maintain traceability through testing and delivery.
- Guide the team and drive delivery. Coordinate work across initiatives, mentor analysts, review deliverables and resolve ambiguity. Apply practical project management to scope, priorities, milestones, dependencies, risks, issues and stakeholder decisions.
- Represent the client with vendors. Act as the client's representative, align vendor commitments with business needs, challenge unsupported assurances,

track service and control obligations, and drive remediation with clear owners and deadlines.
- Establish data and vendor risk governance. Work with cybersecurity, privacy, legal and business specialists to assess how vendors collect, use, share, retain and dispose of data. Document the risk profile, permitted uses, restrictions, controls and approval requirements.
- Validate Canadian data residency. Coordinate evidence reviews and technical validation of hosting locations, backups, disaster recovery, data flows, subprocessors and support access against agreed requirements. Record findings, exceptions and remediation actions with the appropriate specialists.
- Build sustainable operations. Maintain an application inventory covering owners, vendors, data, integrations and support needs. Develop a prioritized roadmap for enforcing approved controls, with review cadences, escalation paths, risk reporting, runbooks and knowledge transfer.
- Apply database administration skills. Support database access controls, backup and recovery validation, monitoring, performance troubleshooting and controlled changes. Use SQL to investigate system behavior and data issues, working with technical teams to maintain reliable operations.
- Verify outcomes. Plan and support user acceptance testing, validate requirements and controls, track defects, and document operational readiness and handover.

Qualifications

- Demonstrated success leading business and systems analysis across complex initiatives, from discovery and requirements through implementation and sustainment.
- Experience setting direction, coordinating delivery, coaching colleagues and maintaining high documentation standards while remaining accountable for your own analysis.
- Ability to organize multiple workstreams, manage scope and dependencies,

surface risks early and keep stakeholders focused on decisions and outcomes.
- Confidence representing client interests, facilitating difficult conversations and ensuring vendor accountability across business, IT, cybersecurity and privacy teams.
- Ability to translate data handling, privacy, security and residency requirements into documented processes, controls and evidence that can be reviewed and tested.
- Practical experience with a relational database platform, SQL, permissions, backup and recovery, monitoring and performance investigation, together with disciplined change management.
- Strong facilitation, analytical thinking and concise writing; sound judgement when priorities change; and the initiative to move work forward with limited direction.
- Post-secondary education in business, information systems, computer science or a related field, or equivalent combination of education and professional experience.
- Experience supporting organizational change management, including stakeholder impact assessments, communication and training plans, business readiness, and user adoption of new processes and systems.

Desirable Attributes

- IIBA Certified Business Analysis Skilled (CBAP) certification is particularly valued. Other relevant credentials, such as IIBA CCBA, PMI-PBA or PMP, are also assets.
- Experience with data profiling, reconciliation, data quality assessment, reporting or visualization using tools such as Excel or Power BI; IIBA Certification in Business Data Analytics (CBDA) is an asset.
- Experience establishing third-party risk processes, application portfolio inventories, operational control monitoring or service management practices.
- Experience in public sector or other complex environments, with Agile, waterfall or hybrid delivery methods and tools such as Jira, Azure DevOps, Confluence or equivalent.
- Prior consulting experience delivering business analysis or technology initiatives for clients is an asset.
