We are seeking a Level 3 Business System Analyst to supportDirector General Human Capital Management Modernization – Military(DGHCMM-M). This role will help map a designated Military PersonnelManagement System (MPMS) capability — including its end-to-endworkflows, data, and system integration dependencies — to build a explicit,enterprise-wide view of that personnel management operation.

Thiswork supports the CAF's broader MPMS modernization initiative, whichaims to integrate currently fragmented personnel functions (career andposting management, qualifications, leave, medical, and readinessattributes) into a coherent, data-driven enterprise capability, inalignment with the 2022 CAF Digital Campaign Plan and the 2024 CDS/MNDDirective on Reconstitution.

You will work collaboratively with aLevel 3 Business Analyst and DGHCMM-M stakeholders to document current("As-Is") and future ("To-Be") processes, define data and systemintegration requirements, and produce artifacts that informmodernization planning.

Key Responsibilities

- Map a designated MPMS business capability, including end-to-end workflows, decision flows, and operational dependencies

- Document As-Is processes and evaluate existing procedures, legacy systems, and application subsystems

- Defineand document MPMS data entities, data structures,



interfaces, andintegration dependencies across manual, automated, legacy, and futuresystems

- Develop and maintain data dictionaries and conceptual data models supporting interoperability and data quality

- Support requirements elicitation and ensure requirements are traceable to mapped capabilities and processes

- Assess solution options, trade-offs, and required modifications to automated processes

- Support governance, validation, and methodology alignment activities to ensure consistent, auditable deliverables
